Abstrakt
Głównym celem niniejszego opracowania jest analiza gminnych inwestycji
infrastrukturalnych oraz sposobów ich finansowania na podstawie Zakładu Wodociągów i Kanalizacji w Krynicy - Zdroju. Ocenie poddano kwestie dotyczące koncepcji samorządu gminnego oraz gospodarki finansowej gminy, które świadczą o efektywności i skuteczności gminy w realizacji procesów inwestycyjnych, a także omówiono dostępność istniejących środków kierowanych na poprawę infrastruktury komunalnej.
Realizowanie inwestycji infrastrukturalnych przez gminy w Polsce to jedno
z najważniejszych, a zarazem najtrudniejszych pod względem finansowym, przedsięwzięć lokalnych. W wielu przypadkach jedyną możliwością rozbudowy istniejącego systemu infrastrukturalnego pozostaje finansowanie ze źródeł zewnętrznych, czyli pozyskiwanie funduszy pozabudżetowych. Środki te pełnią istotną rolę w szczególności w przypadku małych jednostek gminnych. W związku z powyższą hipotezą w opracowaniu poddano też analizie inwestycje infrastrukturalne służące poprawie środowiska naturalnego oraz jakości życia mieszkańców, a
dokładnie inwestycje w ramach gospodarki komunalnej (wodno – kanalizacyjnej). W tym
właśnie celu poddano analizie i ocenie projekt realizowany przez Zakład Wodociągów i
Kanalizacji w Krynicy – Zdroju oraz wysunięto wnioski.
Zgodnie z powyższym stwierdzono, iż realizacja projektu w Krynicy – Zdroju przyczyni
się do wzrostu atrakcyjności turystycznej miasta i gminy, co będzie sprzyjało rozwojowi
działalności gospodarczej związanej z sektorem turystycznym w tych rejonach, a także
spowoduje dalszy rozwój budownictwa mieszkaniowego oraz powstanie nowych małych i średnich przedsiębiorstw.
The main objective of this thesis is analyzing the municipal infrastructure investment and the ways of their financing based on the Water Supply and Sewerage Company in Krynica - Zdrój. The evaluation assessed the issues and the concept of local government financial management community that demonstrate the efficiency and effectiveness of municipalities in the implementation of the investment process and discusses the availability of existing measures directed at improving infrastructure. The implementation of infrastructure investments by municipalities in Poland is one of the most important, most difficult in terms of finance, local projects. In many cases, the only way to expand the existing system infrastructure is to finance from external sources, or obtain extrabudgetary funds. These measures play very important role, in particular in the case of small municipality. Infrastructure projects were also analyzed that help to improve the environment and quality of life, namely investments in the municipal. To this end, analyzed and evaluated a project implemented by the Water Supply and Sewerage Company in Krynica - Zdrój and put forward proposals. Accordingly, it was concluded that the project in Krynica - Zdrój will increase the attractiveness of the city and the municipality, which will favor the development of economic activities related to the tourism sector in these areas, and will result in further development of housing and the creation of new small and medium-sized enterprises.
