dc.description.abstract |
Niniejsza praca poświęcona jest liberalizacji rynku energii elektrycznej w Polsce. Przy
zastosowaniu metody analizy danych źródłowych nakreślono w niej przewidywane kierunki rozwoju tegoż rynku oraz zbadano jego konkurencyjności. W tym celu:
- prześledzono zmiany w prawodawstwie Unii Europejskiej oraz konsekwentnie
dostosowywane do niego zmiany w prawodawstwie polskim pod kątem liberalizacji rynku obrotu energią;
- opisano stosowany w praktyce schemat działania rynku energii elektrycznej.
Stwierdzono, że ten nowy rynek jest mało dynamiczny. Wpływ na to mają głównie dwie
przyczyny:
- dostawcy i dystrybutorzy zobowiązani są do kapitałochłonnych inwestycji, nie mogą
dowolnie obniżać ceny;
- odbiorcy prądu nie są przekonani, że zmiana dostawcy może im przynieść znaczące
oszczędności.
W niniejszej pracy pokazano również, że pewien ruch na tej scenie zacznie się, gdy rząd
podejmie decyzję o uwolnieniu cen energii elektrycznej dla gospodarstw domowych. |

dc.description.abstract |
The topic of this paper is liberalisation of energy market in Poland. By utilising a method of analysis of core data, it outlines a forecast of directions of growth for this market. It also assess competitiveness of the market. To achieve this:
- changes in current EU legislature and how applications of this legislature is adapted into Polish one are shown, all in terms of liberalisation of the energy market.
- a currently used schematic of how electric energy market works is described.
Conclusion is that this new market lacks dynamism. There are two reasons for this:
- Suppliers and distributors are committed to capital-intensive investments, and therefore are unable to freely reduce prices.
- Consumers of electricity are not aware that a change in supplier can result in substantial savings.
This paper also shows, that there will be an increased activity in this market, when
government will make a decision to allow private sector to set prices freely for domestic
consumers. |
