Tematem niniejszej pracy jest opis Programu Operacyjnego Kapitał Ludzki
współfinansowanego w ramach Europejskiego Funduszu Społecznego i analiza aktualizacji
Wytycznych w zakresie kwalifikowania wydatków, które należą do najważniejszych zasad dla
Beneficjentów, realizujących projekty w ramach funduszu. Przedstawiono historię powstania
Unii Europejskiej oraz Programu Operacyjnego. Zaprezentowano system realizacji Programu Operacyjnego Kapitał Ludzki oraz jego zasady.
W pracy zastosowano narzędzie badawcze w postaci analizy badania jakościowego.
Próbę przeprowadzono na ośmiu Wytycznych w zakresie kwalifikowania wydatków, włączając do niej pierwotną wersje. Na ich podstawie dokonano analizy wprowadzonych zmian oraz jak one wpływały na społeczeństwo realizujące projekty w Polsce. Wyniki ukazały, że
brak wprowadzenia rygorystycznych i łatwo sformułowanych zasad, wprowadzał zamęt
wśród Beneficjentów i wielowymiarowe precyzowanie zapisów. Przeanalizowano
najważniejsze zmiany występujące w Wytycznych w zakresie kwalifikowania wydatków,
w okresie programowania 2007 – 2013. Przedstawiono wnioski, czym służyły zmiany i jak
wpłynęły na poprawę jakości realizacji projektów.
The present thesis touches upon the Operational Programme Human Capital co-funded
by the European Social Fund as well as the analysis of the updates of the Guidelines in the
scope of eligibility of expenditure, which constitute the most important principles for
beneficiaries implementing projects financed under the found. The history of the European
Union and Operational Programme was presented as well as the Operational Programme
Human Capital’s implementation system together with its key principles.
The author has applied quantitative research analysis as a main research tool. The test
was carried out with eight guidelines in the scope of eligibility of expenditure including their
original version. Based on the tests the author has analysed the introduced changes and has
discussed their influence on the Polish society implementing projects and on Poland as a
country. The research findings have shown that lack of the previously defined, strict and
clearly formulated principles had caused confusion among beneficiaries and multidimensional
explanation of the regulations. The author has also discussed the most important changes to
the Guidelines in the scope of eligibility of expenditure, which were made during the
2007-2013 programming period. The paper outlines the findings on the purposes of the
changes and on how they improved the quality of projects’ implementation.
