dc.description.abstract	The restructuring of sensitive sectors is very difficult and complex. It takes long time and it encounters many inside and outside obsticals from stakeholders. Restructuring processes in sensitive sectors have very fragmentary and superficial charakter. In the first part the article shows the overall which sensitive sectors face. Next, the results of that restructuring and finally the directions to improve the situation with the application of theory of systems.	pl
