Abstrakt
Alternatywne formy redukcji zatrudnienia oraz elastyczne formy zatrudnienia mają
znaczący wpływ na redukcję kosztów pracowniczych, co jest bardzo istotne w dobie kryzysu
gospodarczego. Badania, przeprowadzone w SPZOZ w Krynicy – Zdroju, przy zastosowaniu
takich metod, jak obserwacja oraz analiza wtórnych materiałów źródłowych. Poprzez analizę
zebranego materiału badawczego, można śmiało stwierdzić, że wybrane alternatywne formy
zatrudnienia bądź alternatywy dla derekrutacji personelu, pozwalają nie tylko na
wyeliminowanie przerostów zatrudnienia, ale także na obniżenie kosztów prowadzonej
działalności. Dokonana analiza uwidoczniła także bardzo silne uzależnienie polskich
jednostek sektora usług medycznych, od wysokości kontraktów zawieranych corocznie
z Narodowym Funduszem Zdrowia. Także brak należności za wykonane nadlimity (lub ich
częściowe tylko wypłaty) wpływa negatywnie na kondycję finansową zakładów opieki
zdrowotnej, co sprzyja podejmowaniu decyzji zmierzających do restrukturyzacji zasobów
ludzkich. Zauważono także powolne zmiany w strukturze zawieranych umów etatowych.
Zauważalna jest malejąca tendencja do zastępowania umów stałych, zawieranych na czas
nieokreślony, umowami terminowymi, których rozwiązanie nie powoduje dodatkowych
kosztów związanych z odprawami ekonomicznymi. Alternatywne formy zatrudnienia
zaczynają być doceniane i wykorzystywane w wielu jednostkach sektora usług medycznych,
w krynickim SPZOZ także.
The alternative forms of redundancy and flexible forms of employment have a significant impact on reducing the cost of labor, what is very important in the times of economic crisis. The research was carried out in the SPZOZ hospital in Krynica - Zdrój, by using such methods as observation and analysis of secondary source materials. By analyzing the collected research material, we can safely say that the selected alternative forms of employment or alternatives for re-recruitment of the staff make possible not only to eliminate overstaffing but also to reduce the cost of business. The analysis also revealed a strong dependence of Polish units of the medical service from the amount of contracts signed each The alternative forms of redundancy and flexible forms of employment have a significant impact on reducing the cost of labor, what is very important in the times of economic crisis. Slow changes in the structure of the full time agreements were also observed. There is a noticeable tendency to replace the permanent contracts, concluded for an indefinite period, with futures contracts which would not lead to additional costs related to severance payments. The alternative forms of employment are beginning to be appreciated and used in many medical sector units in Krynica SPZOZ too.
