Abstrakt
Głównym zagadnieniem niniejszej pracy jest przedstawienie charakterystyki i sposobów finansowania gmin w Polsce, dokonane na podstawie analizy budżetu Miasta i Gminy Stary Sącz w latach 2006 - 2010. Celem pracy jest analiza dochodów i wydatków wyżej wymienionej gminy, określenie czy zadania budżetowe są realizowane w sposób poprawny, a środki budżetowe wykorzystywane w pełni. Praca została napisana w oparciu o źródła wtórne, oraz w oparciu o źródła pierwotne, które stanowiły dokumenty urzędowe i akty prawne. Na podstawie przeprowadzonej analizy można stwierdzić, że dochody i wydatki Miasta i Gminy Stary Sącz w latach 2006 – 2010 wykazywały tendencję wzrostową. Świadczy to o dobrej sytuacji finansowej gminy i poprawnym zarządzaniu budżetem. Pozwala to stwierdzić, że opisywana gmina pozyskuje niemałe dochody z różnych dostępnych źródeł i w pełni je wykorzystuje.
The main topic of this paper is to present features and methods of financing communities in Poland, made on the basis of the budget of Municipal Council Stary Sącz in the years 2006 – 2010. The goal of the work is analysis of incomes and expenditures of the above community, in order to determine that the budget tasks are executed correctly, and budgetary resources fully used. The thesis has been written based on secondary sources, as well as primary sources, such as the official documents and legal acts. The results of the analysis, are that incomes and expenditures of Municipal Council Stary Sącz in the years 2006 – 2010 showed an increasing trend. It proves that the financial situation is good and the budget is used properly. This allows one to say that the described municipality obtains considerable incomes from various, available sources and fully uses them.
