Infrastruktura dróg krajowych i uwarunkowania jej rozwoju w Polsce na przykładzie województwa małopolskiego

Abstract

Infrastruktura drogowa wyzwala proces rozwoju gospodarki krajowej, jak i jej funkcjonowania w warunkach regionalnej dostępności komunikacyjnej dla wszystkich punktów aktywności społeczeństwa, stanowiący ważny sektor rozwoju społeczno - gospodarczego. Nieograniczony dostęp do infrastruktury promuje, krajowy i międzynarodowy handel, a co za tym idzie obejmuje istotne źródło korzyści zewnętrznych dla przedsiębiorstw i jak indywidualnych konsumentów. Dlatego też państwo, które modernizuje sieć dróg staje się głównym konkurentem w zakresie procesu integracji Wspólnoty Europejskiej, zdobywając silną i dynamiczną pozycję, która przyczynia się do rozwoju innych gałęzi przemysłu. Przeprowadzone badanie ma na celu analizę rozwoju infrastruktury krajowej sieci drogowej, zwłaszcza w Małopolsce. Rozprawa przedstawia charakterystykę istniejących dróg krajowych pod względem jej gęstości, natężenia ruchu i stanu technicznego z uwzględnieniem rozwoju sieci autostrad w kontekście ekonomicznego rozwoju kraju. Zaprezentowany zarys rozwoju autostrad w wybranych krajach Europy ujawnił skalę dystansu, która oddziela nasz kraj w stosunku do wspomnianych państw. Przedstawiona została analiza korelacji między systemem zarządzania siecią dróg krajowych w Polsce i w wybranych krajach europejskich z omówieniem transeuropejskich sieci transportowych. Zaprezentowano rozwój infrastruktury drogowej w GDDKiA Oddział w Krakowie po reformie administracyjnej z uwzględnieniem skali prac modernizacyjnych w latach 2000-2011. Analizie poddano źródła i strukturę finansowania inwestycji, utrzymania oraz remontów dróg krajowych. W metodologii badań przedstawiono przyczyny opóźnień w rozwoju i modernizacji sieci dróg znaczących w Polsce ze szczególnym uwzględnieniem obszaru Małopolski, prowadzących w rezultacie do osłabienia sieci połączeń drogowych, które znacznie utrudniają proces transportu. Odniesiono się do barier, które spowalniają tempo inwestycji drogowych w regionie. Perspektywy sieci dróg krajowych administrowanych przez Oddział w Krakowie zostały wskazane jako kluczowe inwestycje w infrastrukturę.

The road infrastructure triggers the chain process of the country's economy development as well as its functioning in terms of the regional structure providing communication accessibility for all areas f society as an important sector of socio economic advancement. Unrestricted access to infrastructure promotes domestic and international trade, and what follows comprises a crucial source of external benefits for both businesses and individual consumers. Therefore the country which modernizes the road network becomes a major competitor in terms of the European Community integration process, gaining a strong and dynamic position which contributes to the expansion of other industrial branches. The conducted study aims to analyze the development of the national road network infrastructure especially in the region of Małopolska. The dissertation depicts the characteristics of existing national roads such us: density, traffic, roads conditions and the motorway network development strictly associated with economic prosperity. The pesented outline of development of selected in European countries highways revealed the scale of the distance which separates our country in relation to the mentioned states. The correlation analysis was employed to determine the relationship between the network management system of national roads in Poland and selected European countries with a discussion of trans-European transport networks characterised in the following dissertation. The presented development of road infrastructure in GDDKiA branch in Krakow after the administrative reform, included the scale of modernization in the years 2000-2011. The analysis of the source and structure of investment financing, maintenance and repair of roads was conducted. The methodology of the study presents the reasons for delays of the development of major road network in Poland with special emphasis on the area of Malopolska, which leads to poor road-network connectivity that significantly hinders transportation process. Reference was made to the barriers that slow down the pace of road investment in the region. The prospects of the national road network administered by the Department in Krakow were pointed out as crucial investment in infrastructure.
