Charakterystyka bezrobocia w powiecie nowosądeckim w latach 2007 - 2010

Abstract

Praca przedstawia zjawisko bezrobocia, które jest obecnie najbardziej istotnym problemem, który dotyka setki milionów ludzi w świecie i miliony ludzi w naszym kraju. Celem pracy jest przedstawienie zjawiska bezrobocia na sądeckim rynku pracy ale przede wszystkim prezentacja działań w latach 2007 – 2010 podjętych przez Powiatowy Urząd Pracy dla Powiatu Nowosądeckiego w zakresie przeciwdziałania bezrobociu wraz z projektami i wdrażanymi programami skierowanymi do bezrobotnych celem ich aktywizacji. Praca została napisana w oparciu o źródła wtórne, które stanowiły literatura przedmiotu i materiały wewnętrzne Powiatowego Urzędu Pracy dla Powiatu Nowosądeckiego, które są informacją o bezrobociu pochodzącą z Powiatowego Urzędu Pracy dla Powiatu Nowosądeckiego. Najbardziej niepokojącym zjawiskiem jest to, że bezrobocie utrzymuje się na stale wysokim poziomie i wywołuje niepożądane skutki w życiu jednostek, rodzin i społeczeństwa. Na przestrzeni ostatnich kilkunastu lat powstało wiele nowych programów walki z bezrobociem i próbą minimalizacji jego negatywnych efektów. Powinno się dążyć, do przesunięcia nakładów finansowych z działań osłonowych na aktywizujące. Bezrobocie dotyka ludzi młodych poniżej 35 roku życia, bardziej kobiety oraz osoby o wysokim poziomie wykształcenia. Poprzez aktywne programy rynku pracy (roboty publiczne, prace interwencyjne, szkolenia, przekwalifikowania itp.) można czasowo aktywizować bezrobotnych i stwarzać im, a także osobom zagrożonym bezrobociem większe szanse na rynku pracy oraz wpływać na zmianę jakościowej struktury podaży zasobów pracy, dopasowując ją do zmieniającej się struktury popytu na pracę. Przekłada się to na zmniejszenie liczby bezrobotnych, gdyż uczestnicy większości programów są wycofywani z rejestru bezrobotnych.

The diploma paper shows the phenomenon of unemployment, which is the most essential problem at present that touches hundreds of millions of people all over the world and millions of people in our country. The goal of this paper is presentation of the phenomenon of unemployment on the Nowy Sącz labor market but above all, presentation of activities taken by the District Employment Office against unemployment in the Nowy Sącz District in the years 2007 - 2010 along with projects and implemented programs directed to the unemployed in order to motivate them. The work has been written on the base of secondary sources such as literature of the subject and internal materials of the District Employment Office for the Nowy Sącz District, which constitute information about joblessness coming from the District Employment Office for the Nowy Sącz District. The most worrying phenomenon is the permanent, high level of unemployment and its undesired effects in the life of individuals, families and society. Within the space of the last ten or twenty years a lot of new programs of fighting against unemployment and the trial of minimizing its negative effects have come into existence. One should strive to shift funding from protective measures to activating ones. Unemployment touches young people under 35, more women and people with higher education. Through the active labor market programs (public works, intervention works, training courses, retraining etc.) it is possible to activate the unemployed temporarily, create more chances on the labor market for them as well as for the people who are at risk of losing a job and have an influence on the qualitative change in labor supply structure, adjusting to the changing structure of labor demand. This translates into a reduction in the number of unemployed because the participants in most programs are withdrawn from the register of unemployed.
