Ogólna charakterystyka funduszy strukturalnych

Abstract

Tematem niniejszej pracy była charakterystyka funduszy strukturalnych ich genezy oraz głównych celów. Składa się ona z czterech rozdziałów i napisana została w oparciu o stosowną literaturę, akty prawne oraz sprawdzone oficjalne informacje dostępne w Internecie, ubogacona o tabele i rysunki. Zastosowane metody badawcze miały na celu przedstawienie w/w tematyki w sposób jak najbardziej rzetelny i jasny. Głównym założeniem było, aby praca ta stanowiła kompendium wiedzy na temat funduszy strukturalnych oraz sposobów i możliwości ich wykorzystania. W pierwszym rozdziale znajdziemy ogólną charakterystykę funduszy strukturalnych, genezę, ich cele, szczegółowy opis czterech funduszy oraz pojęcia regionu NUTS. Rozdział drugi poświęcony został formom wsparcia dla poszczególnych grup mających trudności na rynku pracy. Kolejny rozdział opisuje wykorzystanie funduszy strukturalnych w Polsce w latach 2007-2013, okres programowania 2007-2013 oraz charakterystykę poszczególnych programów operacyjnych. Ostatni czwarty rozdział poświęcony został podsumowaniu wykorzystania niniejszych funduszy na przełomie lat 2007-2013. Przedstawiono mapę pomocy regionalnej na te lata oraz na podstawie stosownych raportów dokonano podsumowania ich wykorzystania. Na podstawie niniejszej pracy ukazano, że Fundusze Strukturalne jako jedne z głównych instrumentów finansowych oferując swą pomoc działają na rzecz rozwoju gospodarczego naszego kraju.

The subject of this study was to characterize the structural funds of their origins and main objectives. It consists of four chapters and was written on the basis of the relevant literature , legislation and proven official information available on the Internet , enriched with tables and figures. Applied research methods aim to provide in the subject in the most honest and clear. The main assumption was that this work was a compendium of knowledge about the structural funds and the ways and possibilities of their use. In the first chapter we find the general characteristics of the Structural Funds, the genesis , their objectives, a detailed description of the four funds , and the concept of NUTS region. The second chapter is devoted to the various forms of support for groups with difficulties in the labor market. The next chapter describes the use of structural funds in Poland in 2007-2013 , programming period 2007-2013 and the characteristics of the individual operational programs. The last fourth chapter is devoted to the summary of the use of these funds at the turn of 2007-2013. Presents the regional aid map for this years and on the basis of the relevant report summarizes their use. On the basis of this study shows that the Structural Funds as one of the main financial instruments offering their help in the promotion of economic development of our country.
