Samorządy terytorialne odgrywają dziś kluczową rolę w finansowaniu zadań oświatowych w Polsce. Zarządzanie edukacją publiczną jest w znacznym stopniu zdecentralizowane, a prowadzenie przedszkoli, szkół podstawowych i gimnazjów, podobnie jak większość placówek oświatowych jest zadaniem własnym gminy.
Praca przedstawia zasady finansowania zadań oświatowych w Polsce i ich skutki dla budżetu jednostek samorządu terytorialnego na przykładzie Gminy Stary Sącz. W pracy zaprezentowano jakie zadania i wyzwania oświatowe stoją obecnie przed jednostkami samorządu terytorialnego, a także przedstawiono źródła oraz zasady finansowania zadań oświatowych. Analizie poddane zostały zadania oświatowe realizowane przez Gminę Stary Sącz i ich finansowanie z podziałem na dochody i wydatki oświatowe. Celem pracy było przedstawienie problemu z jakim Gmina boryka się przy realizacji zadań oświatowych oraz przedstawienie prognozy badawczej, dotyczącej obniżenia wydatków oświatowych przez Gminę poprzez racjonalizację sieci szkół. W tym celu przedstawiono trzy możliwe warianty, które Gmina może wybrać, aby dokonać zmian sieci placówek na swoim terenie.
Local and regional government play a key role today in the financing of education in Poland. The management of public education is highly decentralized, and running kindergartens, primary and middle schools, like most educational institutions, is the responsibility of the local municipality. The paper presents the principles of financing of education in Poland and the impact on the budget of local government using the example of the town of Stary Sacz. The paper presents what tasks and challenges education currently facing local government units, and also shows the sources and the financing of educational tasks. Have been analyzed educational tasks carried out by the Municipality of Stary Sacz and their financing broken down by income and education expenses. It also reviews the educational issues and challenges currently facing local government, and shows their approach and the sources of their financing. The educational services that are the responsibility of the Municipality of Stary Sacz are analysed, and broken down by income and educational cost. The aim of the study was to present the problem with which the Municipality is facing in the implementation of educational tasks and provide an estimate of the research which concerns reductions in education spending by the Municipality through rationalization of the school network. For this purpose, it presented three possible variants of that municipality may choose to make changes to the branch network in your area. To this end, the paper is presented as three possible scenarios that the Municipality may take to rationalise the school network in Stary Sacz.
