Dochody i wydatki w budżecie lokalnym i ich znaczenie na przykładzie gminy Grybów (lata 2009-2013)

Abstract

Głównym celem pracy jest dokonanie analizy sytuacji finansowej gminy Grybów, przy czym analiza ta jest przeprowadzona pod kątem zmian, jakie wystąpiły w strukturze dochodów i wydatków budżetowych tej gminy w latach 2009-2013. Pierwszy rozdział pracy poświęcony jest wyjaśnieniu pojęcia samorządu terytorialnego oraz jego genezie. Zawiera on informacje dotyczące rozwoju i organizacji samorządu terytorialnego w Polsce, a także przedstawia gminę i jej działalność. Drugi rozdział opisuje budżet jako podstawowe narzędzie finansowania w jednostce samorządu terytorialnego. Definiuje on pojęcie i funkcje budżetu, zasady budżetowe oraz wyjaśnia procedurę budżetową w polskiej gminie. W trzecim rozdziale zawarto informacje o znaczeniu dochodów i wydatków w systemie finansowym gminy. Podkreślono także ważną rolę podatków lokalnych w finansowaniu działalności jednostek tego szczebla samorządu terytorialnego. Rozdział czwarty pracy – empiryczny w całości poświęcony jest gminie Grybów. Jest to najważniejszy rozdział pracy, gdyż jego treść ma bezpośredni związek z podjętym tematem. Pozyskane dane przedstawiono w formie wykresów, tabel i rysunków, a także w formie opisowej. Pozwoliło to następnie na pełniejsze zrozumienie występujących pomiędzy tymi parametrami zależności oraz przyczyniło się do skonstruowania budujących wniosków. Jeden z nich dotyczy sytuacji społeczno – gospodarczej gminy Grybów. Zatem władze gminy chcą wspierać inicjatywę dalszego powstawania i rozwoju małych przedsiębiorstw. Mają bowiem świadomość, że w ten sposób zapobiegną wzrostowi bezrobocia, zaś w dalszej perspektywie rozwojowej wpłyną na poprawę sytuacji finansowej całej gminy.

The main aim of my thesis is to analyze the financial situation of Grybów Commune, whereas this analysis concerns the changes which occurred in the sphere of the incomes and the expenses from 2009 to 2013. The first chapter explains the definition of local government and its origins. This part contains also information about the development and the organization of local government in Poland. What is more, it shows the commune and its activity. The second chapter describes the budget as the main financing tool in the local government unit. It defines the concept and the function of the budget, the budgetary rules, and explains the budgetary procedure in Polish municipality. The third chapter shows the information about the meaning of the incomes and the expenses in the financial system of the commune. The important role of local taxes in financing of activity of local government was underlined here. The fourth chapter – experiential, is dedicated to Grybów Commune. It is the most important chapter because it is directly connected with the title of the thesis. The obtained data is shown in the form of graphs, tables and figures, as well as in the descriptive form. It helped in better understanding the information and to construct needed conclusions. One of these concerns socio economic situation of Grybów Commune. The authorities of this local government unit want to support the initiative of forming and developing small businesses. They know that in this way the unemployment will be reduced and the financial situation of the commune will be better.
