„Zmiany wielkości i struktury gminy Lipnica Wielka w latach 2010-2012”
Praca przedstawia strukturę dochodów i wydatków Gminy Lipnica Wielka w latach 2010-2012. Gmina samodzielnie prowadzi gospodarkę finansową zgodnie z uchwalonym budżetem, który określa przewidywane wpływy, a także przewidywane wydatki na wykonanie zadań własnych i zleconych. Umożliwia również analizę oraz ocenę życia gospodarczego następujących w nim zmian. Budżet musi być wykonywany systematycznie i konsekwentnie zgodnie z planami.
Samorząd terytorialny realizuje szereg zadań, które wpływają na stan zagospodarowania gminy a także na poziom życia jej mieszkańców. Warunkiem niezbędnym do zapewnienia rzeczywistej samorządności jest dysponowanie odpowiednią sumą środków finansowych w celu pokrycia działalności bieżącej i wydatków inwestycyjnych. Podstawową częścią systemu finansów lokalnych decydującą o skuteczności i samodzielności gospodarki władz lokalnych są dochody gminy. Kolejnym po dochodach elementem gospodarki finansowej gminy są wydatki. Ich poziom zależy od zakresu zadań i obowiązków, które ustawowo należą do samorządu terytorialnego.
Praca prezentuje podstawowa problematykę związaną finansowaniem z Gminie Lipnica Wielka. Zostały omówione dochody i wydatki gminy w latach 2010-2012 w celu dokonania analizy kondycji finansowej gminy oraz co należałoby zrobić, aby poprawić finansowość. Dokonano też próby oceny przyczyn zaobserwowanych zmian dochodów i wydatków Gminy oraz porównano dochody i wydatki z sąsiednią gminą Jabłonka oraz powiatem nowotarskim, w skład którego wchodzi Gmina Lipnica Wielka.
The aim of the following thesis is to present the structure of income and expenditure of Lipnica Wielka commune in the years 2010-2012. The commune leads its financial economy in accordance with the passed budget which not only constitutes the accrued income, but also expenditure devoted to executing its own and contracted tasks. It also enables to analyse and judge all the alterations in economic life. The budget shall be implemented systematically and consistently on schedule. The local government carries out a couple of challenges which have an influence on the state of the commune’s development and inhabitants’ standards of living. The indispensable condition to ensure the real self-government is having the appropriate amount of financial assets at one’s disposal which are used for the current activities and capital expenditure. Commune’s budget revenues are the basic part of the local financial system which determines both the effectiveness and autonomy of local government’s economy. The expenditure is another crucial element of commune’s financial economy. The level of investment expenditure depends upon the extent of tasks and duties the local government is responsible for. The thesis provides the issues significantly connected with financing in Lipnica Wielka. The income and expenditure in the years 2010-2012 are profoundly discussed not only to analyse the financial health of the above mentioned commune, but also to take action to better its financial condition. The thesis focuses on the evaluation of the fact how income and expenditure have changed in the years 2010-2012. It also presents the comparison of income and expenditure between neighbouring Jabłonka commune and Nowy Targ County, where Lipnica Wielka lies.
