Analiza funkcjonowania jednostek samorządu terytorialnego na podstawie gminy Łukowica

Abstract

Niniejsza praca magisterska ma na celu zaprezentowanie metod pogłębionej analizy jednostek samorządu terytorialnego na przykładzie budżetu gminy Łukowica w latach 2008 – 2012 włącznie. Badania zrealizowano w oparciu o analizę źródeł dochodów budżetu i ich struktury, a także celów, na które je rozchodowano, zestawiając stan faktyczny z planami budżetu na poszczególne lata. Następnie dokonano analizy wskaźnikowej opierając się na wytycznych Ministerstwa Finansów, oraz przeprowadzono badanie SWOT, by wskazać słabe i mocne strony badanej jednostki, a także szanse i zagrożenia. W rezultacie przeprowadzonych prac wyłonił się całościowy obraz gminy Łukowica.

This thesis aims to present methods for in-depth analysis of local government units using as an example the municipal budget of Łukowica in the years 2008 - 2012 inclusive. The study was performed on the basis of an analysis of the sources of budget revenues and their structure as well as the purpose for which it was spent, comparing the facts with the budget plan document for each year. Next the author carried out a ratio analysis based on the guidelines of the Ministry of Finance, and performed SWOT analysis to identify the strengths and weaknesses of the unit, as well as opportunities and threats. As a result of that work we have obtained overall picture of the Łukowica municipality.
