Abstrakt
W pracy poddano analizie budżet gminy, na przykładzie Gminy Miejskiej Gorlice. W części pierwszej skupiono się na strukturze organizacyjnej jednostek samorządu terytorialnego. Opisano podział terytorialny państwa, istotę i genezę jednostek samorządu terytorialnego oraz typologię zadań samorządu i jego strukturę organizacyjną. W drugiej części obszernie scharakteryzowano budżet gminy jako podstawę finansowania samorządu. Przedstawiono pojęcie budżetu oraz etapy jego opracowywania. Ukazano również źródła dochodów, wydatki gmin i deficyty występujące w publicznych finansach. W części trzeciej skupiono się na analizie dochodów i wydatków badanej gminy. W rozdziale tym opisano miasto Gorlice, zwrócono uwagę na dochody miasta osiągane w latach 2000-2009. Dokonano analizy wydatków gminy w badanym okresie, oraz oceny gospodarki finansowej miasta. Przeanalizowano również sposoby sfinansowania jego zadłużenia.
In the thesis the budget of a commune is analysed by the example of the Gorlice Commune. In the first chapter the organizational structure of territorial local government units is presented. The territorial division of the state, the core and genesis of territorial local government units, the typology of tasks of a local government and its organizational structure are described. In the second chapter the budget of a commune is extensively characterised as the base of financing a local government. The term budget and phases of creating a budget are shown. Communes' sources of incomes, expenses and deficits in public finances are depicted. The third chapter focuses on analysis of incomes and expenses of the examined commune. In this chapter the town of Gorlice is described, the attention is drown to the incomes of the town from 2000 to 2009. The analysis of the commune expenses in the examined period is done and town's financial economy is evaluated. The ways of financing its debt are also analysed.
