Państwowa Straż Pożarna jako element Systemu Zarządzania Kryzysowego na przykładzie Powiatowej Państwowej Straży Pożarnej w Gorlicach

Abstract

Państwo stara się zapewnić swoim obywatelom odpowiednie warunki życia oraz dba o ich rozwój. Ważne jest także zaspokojenie potrzeb danych jednostek jak i grup społecznych. W celu zapewnienia odpowiedniego poczucia bezpieczeństwa państwo utrzymuje w gotowości siły i środki, które to tworzone są poprzez przygotowanie i wyspecjalizowane do tego instytucje. Tworzą one system bezpieczeństwa narodowego. Celem prezentowanej pracy jest ukazanie działań Państwowej Straży Pożarnej w Krajowym Systemie Zarządzania Kryzysowego. Praca składa się z trzech rozdziałów. W pierwszym z nich przedstawiono w świetle literatury krajowy system zarządzania kryzysowego, jego kierowanie na danym szczeblu Polski. Rozdział ten zawiera także w sobie rys historyczny powstania wyżej wymienionego systemu. Rozdział drugi poświęcony został Krajowemu Systemowi Zarządzania oraz Straży Pożarnej, która do niego należy. W tym rozdziale zawarto także podstawowe zadania Straży oraz zagrożenia, w jakich dana jednostka bierze udział (zagrożenia naturalne, techniczne). To tutaj zawarto tez punkt o KSRG, czyli Krajowym Systemie Ratowniczo- Gaśniczym oraz ważne alarmowanie i zgłaszanie danej sytuacji kryzysowej. Rozdział trzeci ostatni zawiera temat samej praktyki w działaniach, które są związane z zarządzaniem kryzysowym w Komendzie Państwowej Straży Pożarnej w Gorlicach. To w tym rozdziale przedstawiono procedury, stanowiska oraz działania w sytuacji kryzysowej w tym przypadku powodzi, jaka była w 2010 roku.

The state attempts to provide its citizens adequate living conditions and care about their development. It is also equally important to meet the needs of the individuals and the social groups. In order to ensure an adequate sense of security the state maintains in a standby forces and resources, which are created by prepared and specialized institutions. They form the System of National Security. The goal of this thesis is to present the actions of the State Fire Service in the National Emergency Management.The thesis consists of three chapters. The first one presents the hierarchy of the National Emergency Management System in Poland according to the national literature. The second chapter is devoted to the National System of Management and the Fire Department which is the part of the System. This section provides the basic tasks of the Fire Services and the threats which are connected with their work such as natural disasters or technical problems. There is also some information about the NFRS – the National Firefighting and Rescue System (Polish KSRG) and some important alarms and reports of the emergencies. The third section contains the latest practices that are related to the Emergency Management in the Headquarters of the State Fire Service in Gorlice. It is in this chapter that the procedures, positions and actions in an emergency situation are described on the example of a flood, which took place in 2010.
