Alternatywne sposoby realizacji usług publicznych w jednostkach samorządu terytorialnego na przykładzie usług edukacyjnych

Abstract

Usługi publiczne jako formy świadczeń społecznych są realizowane w celu zaspokojenia społecznych potrzeb. Przykładem jest edukacja, której koszty z roku na rok wzrastają a subwencja oświatowa nie pokrywa rzeczywistych wydatków jakie ponoszą samorządy w zakresie jej realizacji. Biorąc pod uwagę wysokie koszty utrzymania placówek edukacyjnych oraz niż demograficzny, należy znaleźć alternatywne źródło realizacji tej usługi, tak by nie dopuścić do likwidacji lokalnej szkoły co wpływa destrukcyjnie na kształtowanie się lokalnego społeczeństwa. Alternatywny sposób realizacji tej usługi powinien zapewniać wysoką jakość jej realizowania oraz wysoką kulturą współpracy pomiędzy NGO a JST. Poprzez syntezę badań nad sferą ekonomiczną placówek zagrożonych likwidacją oraz zbadanie postaw lokalnej społeczności, znajdujemy skuteczne rozwiązanie jakim jest outsourcing usług edukacyjnych na rzecz lokalnych organizacji pozarządowych. Praca definiuje pojęcie i rolę NGO jako podmiotu zdolnego do alternatywnej realizacji usługi edukacyjnej. Omawiany jest proces outsourcingu usług edukacyjnych. Prezentowane są kluczowe obszary efektywnej współpracy pomiędzy JST a NGO. Poprzez badania lokalnej społeczności, praca określa gotowość społeczeństwa do podjęcia działań z zakresu powoływania lokalnych NGO i kontraktowania usług edukacyjnych na ich rzecz. Lokalne społeczności są świadome problemu i wykazują inicjatywę, która pozwala go w znacznym stopniu zminimalizować. Wymaga to jednak ścisłej współpracy, pomocy merytorycznej i materialnej oraz stałego nadzoru ze strony JST.

Public services as a form of social benefits are performed in order to meet social needs. An example of such services is education, which costs increase year by year, whereas the educational subsidy does not cover the actual expenses incurred by local governments in terms of its implementation. Considering the high costs of maintaining educational institutions, as well as population decline, it is crucial to find an alternative source of implementation of this service, so as to prevent the closing of local schools, what influences destructive on the development of the local society. An alternative method of implementation of this service should provide the high quality of its performance and the high culture of cooperation between NGOs and local government units. Through a synthesis of research on the economic sphere of the institutions threatened with liquidation and examination of the attitudes of the local community, an effective solution is found, namely the outsourcing of educational services for local non-governmental organizations. This master’s thesis defines the concept and role of NGOs as an entity capable of implementing alternative educational services. The measure under discussion is the process of outsourcing of educational services. There are also presented the key areas of effective cooperation between local government units and NGOs. Through the research of the local community, the master’s thesis defines, that the society is prepared to take actions in the rage of the appointment of local NGOs and contracting educational services for them. Local communities are aware of the problem and show initiative, which allows for the significantly reduction of the problem. However, this requires close cooperation, substantive and material assistance, as well as constant supervision by the local government units.
