Przeciwdziałanie i zwalczanie terroryzmu, jako element polityki bezpieczeństwa Rzeczpospolitej Polskiej

Abstract

Celem niniejszej pracy jest przedstawienie problemu zapewnienia bezpieczeństwa w Polsce w związku z wciąż rosnącym zagrożeniem atakami terrorystycznymi. Ukazano w niej również pokrótce charakterystykę terroryzmu, działań terrorystycznych oraz współczesne pojmowanie bezpieczeństwa. Omówiono metody zapobiegania i walki z terroryzmem. Zaprezentowano również akty prawne oraz dokumenty wypracowane przez Polskę, jak również przez nią przyjęte w związku z udziałem państwa polskiego w koalicji antyterrorystycznej. Zwrócono uwagę na mnogość instytucji, których jednym z zadań jest rozpoznanie, profilaktyka, zwalczanie lub minimalizacja i likwidacja skutków ataków terrorystycznych. Ukazano aktywną rolę Polski w organizacjach międzynarodowych. Przy opisywaniu funkcjonowania polskiego systemu bezpieczeństwa zwrócono uwagę na brak jednolitego systemu prawnego, duże rozproszenie poszczególnych zadań pomiędzy organami i instytucjami, a także ich dublowanie się. Więcej uwagi ze strony odpowiednich władz należy również poświęcić działaniom profilaktycznym. W związku z ciągłym rozwojem i zmieniającymi się metodami działania terrorystów, Polska powinna nieustanie doskonalić funkcjonowanie swojego systemu bezpieczeństwa.

The purpose of this paper is to present the problem of ensuring safety in Poland in view of the ever increasing threat of terrorist attacks. Therefore, it is shown briefly the characteristics of terrorism, terrorist acts and contemporary understanding of security. There are discussed methods of prevention and fight against terrorism. Moreover, there are presented legal acts and documents developed by Poland, as well as accepted by it in connection with the participation of the Polish state in the anti-terrorist coalition. Brought to the attention of the multitude of institutions, one purpose of which is to identify, prevention, combating and elimination of or minimizing the consequences of terrorist attacks. Also, there is shown an active role of Poland in international organizations. In describing the operation of the Polish security system highlighted the lack of uniform legal system, a large dispersion of individual tasks between authorities and institutions, and their duplication. The conclusion that was also presented that would require that the relevant authorities have devoted more attention prophylactic measures. Due to the continuous development and changing methods of terrorists, Poland should constantly improve the functioning of your security system.
