Wykorzystanie środków z Unii Europejskiej dla szkół na przykładzie Gminy Ropa

Abstract

Niniejsza praca dotyczy wykorzystania środków z Unii Europejskiej dla szkół na przykładzie Gminy Ropa. Informacje na ten temat zostały pozyskane z materiałów: zamieszczonych w Internecie, z Urzędu Gminy Ropa, Gminnego Ośrodka Kultury oraz Zespołu Obsługi Placówek Oświatowych w Ropie. Napisany projekt miał za zadanie przedstawić w jaki sposób Unia Europejska przekazuje środki Państwom Członkowskim, a także w jaki sposób Państwa Członkowskie wykorzystują te środki. W pracy przedstawiono ogólne zasady polityki edukacyjnej oraz jej cele dla każdego Państwa z osobna, a także takie, które zawierają zasady jednakowe dla wszystkich. Edukacja w Unii Europejskiej obejmuje kształcenie od edukacji przedszkolnej aż po kształcenie ustawiczne osób dorosłych w tym osób w trudnej sytuacji związanej z wieloma czynnikami (np. bezrobocie, powrót do pracy po urodzeniu i wychowaniu dziecka, niepełnosprawności, wykluczenie społeczne związane z odmiennością itp.). Unia stworzyła do tego celu wiele programów. Są to: Comenius, Erasmus, Grundtvig, Leonardo da Vinci, Program Jean Monnet i Uczenie się przez całe życie. W pracy opisano zmiany, które zaszły w polskim systemie nauczania w latach 2007 – 2013. Kolejny rozdział opisuje finansowanie przez Unię tych programów. Trzeci rozdział jest kluczowy. Przedstawiono w nim wykorzystanie przez Gminę Ropa funduszy UE na edukację w latach 2007 – 2013.

The present thesis is devoted to European Union Funds Absorption spent on schools in Ropa. The information was taken from the following sources: the Internet, documents from the Communal Area Council, Ropa, Municipal Cultural Center and educational agencies in Ropa. The purpose of this project is to present how the European Union provides funds to the Member States, as well as how the Member States use these measures. The paper describes the general principles of educational policy, its targets for each Member State individually as well as the common rules for all State Members. Education in the European Union covers education from kindergarten to the education of adults, including people in a difficult situation concerning unemployment, returning to work after the birth and upbringing of the child, disability, social exclusion, etc. For this purpose the European Union has created many programmes such as Comenius, Erasmus, Grundtvig, Leonardo da Vinci, The Jean Monnet programme and Learning Throughout Life. This paper describes the changes that occurred in the Polish education system in the years 2007 - 2013. The next section depicts the Union funding for the above mentioned programmes. The third chapter is of the greatest importance. It presents the European Union funds spent on education by the Communal Council of the Ropa Area in the years 2007-2013.
