Strategia rozwoju lokalnego na przykładzie gminy Nawojowa

Abstract

W niniejszej pracy omówiono strategię rozwoju lokalnego, która stanowi precyzyjny zbiór kierunków rozwoju oraz inwestycji, mających doprowadzić do realizacji wytyczonych celów i przyjętej misji Gminy Nawojowa. Celem pracy było poznanie celów oraz kierunków rozwoju zawartych w obowiązującej Strategii Rozwoju Gminy Nawojowa 2007 – 2013 i zbadanie czy są one zgodne z oczekiwaniami i potrzebami mieszkańców gminy oraz czy ich realizacja w sposób efektywny poprawi jakość życia całej wspólnoty lokalnej. W badaniach starano się ustalić również, czy władze Gminy Nawojowa w latach 2007 – 2010 w swoich działaniach, przestrzegały wyznaczników strategii poprzez realizowanie zaplanowanych inwestycji. Aby odpowiedzieć na pytania badawcze oraz zweryfikować hipotezy badawcze, wykorzystano ankietę, która pomogła w zebraniu niezbędnych informacji od mieszkańców Gminy Nawojowa. W badaniach udowodniono, iż cele i główne założenia Strategii Rozwoju odzwierciedlają potrzeby i pragnienia gminnej społeczności, pokazano również, że mogą w sposób efektywny poprawić jakość jej życia. Wykazano zgodność działań prowadzonych przez władze Gminy Nawojowa w latach 2007 – 2010 z przyjętymi wyznacznikami Strategii Rozwoju 2007 – 2013. W rezultacie stwierdzono, iż obowiązująca Strategia Rozwoju jest skutecznym narzędziem, które pomaga w przeprowadzeniu zrównoważonego rozwoju Gminy Nawojowa.

The aim of this research was to learn about the goals and development trends covered by the existing Development Strategy of the commune of Nawojowa for the years 2007 – 2013 and investigating whether they are consistent with the expectations and needs of the residents of the commune, as well as whether achieving the goals would improve the quality of life of the whole local community effectively. The research was also trying to determine whether the local government of the commune of Nawojowa in the years 2007 – 2010 was following the main points of the strategy by fulfilling the planned investments. To answer the research questions and to verify the hypotheses of the research a questionnaire was carried out which helped to gather information from the residents of the commune of Nawojowa. It was proved in the research that the goals and main principles of the Development Strategy reflect the needs and desires of the residents of the commune; it also showed that they can improve the quality of life of the local community effectively. A consistency of the local government’s work in the years 2007 – 2010 and the main goals of the Development Strategy 2007 – 2013 was proved. As a result it was stated that the existing Development Strategy is an effective tool, which helps to carry out a balance development of the commune of Nawojowa.
