Program rządowy „Mieszkanie dla Młodych” w systemie kredytów hipotecznych banków komercyjnych

Abstract

W pracy przedstawiono i omówiono rządowy program „Mieszkanie dla Młodych”, mający na celu pomoc państwa w uzyskaniu kredytu na zakup nieruchomości. W szczególności zaprezentowano wszystkie aspekty formalno-prawne Programu, jego kryteria i uwarunkowania. Przedstawiono zakres zmian w Programie, które zaszły w trakcie jego obowiązywania. W części wprowadzającej omówiono istotę systemu bankowego, jego strukturę oraz scharakteryzowano operacje bankowe. Punktem wyjścia do dalszych rozważań było także omówienie roli Komisji Nadzoru Finansowego i jej wpływu na sektor bankowy. W miejscu tym przedstawiono i omówiono przede wszystkim Rekomendację S, regulującą rynek kredytów hipotecznych. W dalszej części opracowania przedstawiono specyfikę kredytu hipotecznego. W części tej poświęcono również uwagę zagadnieniom związanym z udzielaniem kredytów hipotecznych tj. ryzyku kredytowemu i procedurom przyznawania kredytu oraz omówiono formy zabezpieczeń kredytów hipotecznych. W pracy przedstawiono także i omówiono mniej popularną stronę Programu „Mieszkanie dla Młodych” związaną z budową domu. W ostatniej części pracy dokonano oceny Programu na podstawie badania przeprowadzonego wśród jego beneficjentów oraz doradców kredytowych zajmujących się pomocą przy uzyskiwaniu kredytów hipotecznych. Wyniki badania stanowiły podstawę do zweryfikowania sformułowanych hipotez badawczych.

The thesis describes and discusses the Polish government's 'Flat for the Young' scheme designed to help young people to take out a mortgage on residential properties. In particular, all the formal and legal aspects of the scheme are presented, together with the eligibility criteria and access requirements. In addition, the description of the scheme includes the modifications made to it after it was launched. The introductory part discusses the essence of the banking system and its structure, describes different types of banking operations. As a starting point for further considerations, the role of the Polish Financial Supervision Authority and its impact on the banking sector are discussed. That discussion includes, above all, Recommendation S - authority's regulation for the market of mortgage loans. The next part of the thesis looks at the features of the mortgage loan. This part also deals with aspects of mortgage lending, such as credit risk, lending procedures, different types of security for mortgage repayment. The last part of the thesis is an assessment of the scheme based on a survey in a group of beneficiaries of the scheme and of mortgage advisers. The results of the survey were used to verify the research hypotheses.
