Zasady gospodarki finansowej jednostki samorządu terytorialnego na przykładzie Gminy Łabowa w latach 2005-2007

Abstract

Celem pracy jest analiza oraz ocena gospodarki finansowej jednostki samorządu terytorialnego na przykładzie Gminy Łabowa w latach 2005-2007. Postawione hipotezy analizowano zastosowanymi w pracy metodami badawczymi. Metodą indukcyjną, która polega na wyprowadzaniu ogólnych wniosków. Metodą dedukcyjną polegającą na formułowaniu hipotez na podstawie znanych faktów. Metodą redukcyjną, w której hipotezy te weryfikowano poprzez porównanie z rzeczywistością. Głównym dochodem Gminy Łabowa w badanym okresie, były subwencje ogólne stanowiące ponad 50% ich ogólnej kwoty. Jednak pomimo corocznego wzrostu kwot ich procentowy udział w dochodach ogółem ulegał systematycznemu zmniejszeniu. Wśród dochodów z podstawowych źródeł wzrósł procentowy udział zarówno dochodów własnych, jak i dotacji celowych. Po przeprowadzeniu analizy budżetów Gminy Łabowa z lat 2005-2007 wyraźnie jest widoczna zależność między subwencjami ogólnymi, a wydatkami na oświatę i wychowanie. Właśnie to te dziedziny pochłaniają większość dochodów. Gmina Łabowa należy do jednostek bardzo biednych. Ta sytuacja jest spowodowana małą liczbą mieszkańców, a także brakiem dużych zakładów przemysłowych, które mogłyby wpłynąć na wzrost środków finansowych. Podsumowując, sytuacja finansowa Gminy Łabowa w badanym okresie ulegała pogorszeniu, pomimo wzrostu ogólnej kwoty dochodów. Świadczy o tym zwiększanie się co roku deficytu budżetowego. Deficyt ten był pokrywany wolnymi środkami z lat ubiegłych, a także zaciągniętymi kredytami.

The aim of this paper is to analyse and assess the financial management of local government on the example of Łabowa Commune in 2005-2007. The following research methods were used to analyse hypotheses included in this thesis: Inductive method deriving general conclusions; Deductive method consisting in the formulation of hypotheses based on known facts; and reduction method in which these hypothesis were verified by comparison with reality. General subsidies were the main income of Łabowa Community during the above period, and they consisted of more than 50% of the above amount. However, despite annual increases of that amounts, the percentage of the subsidies were systematically reduced. Among the primary sources of income, the percentage of their own income and targeted grants have increased. After analysing the budgets of Łabowa Commune from 2005-2007, the relationship between general subsidies and spending on education it is clearly visible. That very areas consume most of the income. The Łabowa Commune is a very poor local government. This situation is caused by a small number of inhabitants, as well as the lack of large industrial plants, which could bring the growth of funds. In summary, the financial situation of the Łabowa Commune has deteriorated during that period, despite the increase in their total income. The evidence for it is an increase on their annual budget deficit. This deficit has been covered with free funds from previous years and also contracted loans.
