Wprowadzenie systemów informatycznych SIP Libra i SIP Libra 2 w prokuraturze – jako przykład zarządzania zmianami

Abstract

W pracy magisterskiej został podjęty problem zarządzania zmianami przy wdrażaniu Systemu Informatycznego Prokuratury (SIP) LIBRA na przykładzie użytkowników systemu tj. prokuratorów oraz pracowników administracyjnych prokuratur okręgu nowosądeckiego. W tym celu przeprowadzono badania ankietowe w Prokuraturze Okręgowej w Nowym Sączu oraz podległych jej prokuraturach rejonowych tj. w Nowym Sączu, Gorlicach, Limanowej, Muszynie, Nowym Targu oraz Zakopanem. Dodatkowo przeprowadzono wywiady z pracownikami Prokuratury Rejonowej w Zakopanem. Praca składa się z czterech rozdziałów. W pierwszym rozdziale przedstawiono istotę zarządzania zmianami w systemie Zarządzania Zasobami Ludzkimi, określono dlaczego zmiany są nieuniknione oraz scharakteryzowano podstawowe pojęcia i zagadnienia dotyczące procesu zmiany. Drugi rozdział obejmuje opis rodzajów i modeli zmian oraz etapy przeprowadzania zmian. Poruszono w nim także problemem oporu wobec zmian. W trzecim rozdziale dokonano charakterystyki badanej jednostki, jej struktury organizacyjnej, systemu pracy. Przybliżono także sam system informatyczny, jego budowę, moduły, zasady bezpieczeństwa użytkowników oraz zarządzenia wprowadzające system w życie. Ostatni – czwarty rozdział stanowi część empiryczną. W tym rozdziale dokonano analizy etapów wdrażania systemu oraz funkcjonalności z punktu widzenia użytkowników . Z analizy dokonanej przez autorkę można wywnioskować, że proces wdrażania systemu informatycznego w prokuraturach i wynikających z tego zmian organizacyjnych przebiegał bez większych problemów zaś sam System Informatyczny Prokuratury LIBRA wpłynął na zwiększenie efektywność pracy oraz funkcjonowanie jednostek . Praca została oparta na pozycjach książkowych, przepisach prawa materialnego (ustawy, zarządzenia) oraz stronach internetowych.

This master’s thesis considers the problem of a change management during the implementation of the Information System of Prosecutor’s Office (Polish: System Informatyczny Prokuratury [SIP]) LIBRA through the example of the system’s users, i.e., prosecutors and administrative employees of the prosecutor’s offices of Nowy Sącz district. For this purpose, surveys were conducted in The District Prosecutor’s Office in Nowy Sącz, and its subordinate regional prosecutor’s offices, i.e. in Nowy Sącz, Gorlice, Limanowa, Muszyna, Nowy Targ and Zakopane. In addition, employees of the Regional Prosecutor's Office in Zakopane were interviewed. The thesis consists of four chapters. The first chapter presents the essence of a change management in a Human Resources Management System, assesses why changes are inevitable, and characterizes the basic concepts and issues concerning the process of change. The second chapter includes a description of the types and models of change, and the stages of implementing the changes. It also raises the issue of resistance to change. The third chapter characterizes the examined entity, its organizational structure, and system of work. The chapter also explains the information system itself, its structure, modules, safety rules for users, and edicts implementing the system. The fourth and final chapter is the empirical part. This chapter analyzes the stages of implementing the system and its functionality from the users’ point of view. From the analysis made by the author, it can be concluded that the implementation of the information system in the prosecutor’s offices, and resulting from it organizational changes, proceeded without major problems, and the Information System of Prosecutor’s Office LIBRA itself increased work efficiency and functioning of individuals. The thesis is based on books, the provisions of the substantive law (laws, regulations) and web pages.
