Gospodarka finansowa a strategia rozwoju gminy na przykładzie gminy Piwniczna Zdrój

Abstract

Celem napisania pracy było zbadanie czy strategia rozwoju Gminy Piwniczna Zdrój, jej cele strategiczne , kierunki działania są spójne z jej gospodarką finansową, czy gospodarka finansowa Gminy Piwniczna Zdrój ma swoje odzwierciedlenie w strategii rozwoju? Strategia rozwoju gminy jest dokumentem zawierającym określone cele, misje i wizje gminy. Zaakceptowane w strategii rozwoju priorytety i cele stanowią podstawę do opracowania poszczególnych projektów i planów działania. Zazwyczaj ograniczone środki finansowe są niewystarczające do zaspokajania wszystkich potrzeb. Dlatego gospodarka finansowa gminy powinna współgrać ze strategią rozwojową. Władze gminy powinny podejmować takie działania, aby ta zależność miała miejsce. W celu identyfikacji powyższego problemu zastosowana została metoda analizy dokumentów oraz własne obserwacje i przemyślenia. Ponadto zastosowana została ankieta jako metoda uzupełniająca. Ankieta przeznaczona była do osób pracujących w Gminie Piwniczna Zdrój. Miała ona na celu uzupełnienie informacji, które zostały zebrane na temat gminy. Analiza wybranych metod badawczych pozwoliła stwierdzić związek pomiędzy gospodarką finansową Gminy Piwniczna Zdrój a jej strategią rozwojową. Gmina Piwniczna Zdrój stara się co roku ustalać swój budżet pod kątem osiągnięcia zaplanowanych celów strategicznych.

The aim of the following thesis was examining if the Development Strategy of the administrative district of Gmina Piwniczna Zdrój - the goals and future plans implicit in it - are coherent with its economic policy. It tries to answer the question: Is the economic policy of Gmina Piwniczna Zdrój reflected adequately in its Development Strategy? The Development Strategy is a document defining the particular goals, mission and a vision of the administrative district of Gmina Piwniczna Zdrój. The priorities and goals named in Development Strategy are basic for the working out of specific projects and schedules. Usually the economic resources are not big enough to supply all the needs. This is why the economic policy of the administrative district should orient on the Development Strategy. In order to examine this problem the analysis of respective documents and the experiences and reflections of the author were applied. As a completing method there was also a questionnaire implied. The questionnaire was directed to the persons working in the administration of the district Gmina Piwniczna Zdrój. It was supposed to complete the information gathered from other sources. The analysis of the thus gathered material helped to describe more accurately the relation between the economic policy and the Development Strategy of the administrative district of Gmina Piwniczna Zdrój. Gmina Piwniczna Zdrój each year tries to precise its budget according to its strategic goals.
