Bezpieczeństwo energetyczne Polski jako fundament stabilnego rozwoju państwa

Abstract

Praca magisterska opisuje aktualny poziom bezpieczeństwa energetycznego Polski w kontekście gwarancji niezawisłości i bezpieczeństwa państwa i stawia hipotezę o niezbyt wysokim stopniu zabezpieczenia Polski w surowce energetyczne. W pracy zestawiono i omówiono różne definicje bezpieczeństwa kraju. Realnej oceny bezpieczeństwa energetycznego RP, a tym samym weryfikacji hipotezy, dokonano poprzez analizę decyzji politycznych, które podjęto w Polsce tylko w 2006 roku. Omówiono ich konsekwencje i wpływ jaki wywarły na szeroko rozumiany rodzimy rynek energii. Skupiono się jedynie na tych wydarzeniach, które dotyczyły jedynie polskiej energii i nie miały żadnego przełożenia na światowy rynek energetyczny. Scharakteryzowano także specyfikę surowców energetycznych i opisano polski system energetyczny oraz energetyczne zasoby naturalne. Dodatkowo zestawiono także dane na temat inwestycji w bezpieczeństwo energetyczne Polski w latach 2010 – 2014. Przeanalizowane informacje pozwoliły na pozytywne zweryfikowanie hipotezy i wyciągnięcie wniosku. Stwierdzono, że Polska nie jest w stanie samodzielnie zapewnić sobie ciągłości energetycznej. Jej podrzędna w stosunku do dostawców energii pozycja osłabia kraj na arenie międzynarodowej i może być źródłem politycznych szantaży.

Master's thesis describes the current level of energy security in the context of Polish guarantees of independence and security of the state and a hypothesis about the very high level of security in the Polish energy resources. This paper summarizes and discusses the various definitions of national security. Realistic assessment of the energy security of Poland, and thus verify the hypothesis, made by analyzing the political decisions that have been taken in Poland only in 2006. Discusses their implications and the impact they had on the broader indigenous energy market. It focuses only on those events that concerned only the Polish energy and had no effect on the global energy market. Characterized as specific energy and describes the Polish energy system and energy resources. In addition, the summarized data on investment in the Polish energy security in the years 2010-2014. The analyzed information allowed for positive verification of the hypothesis and conclusion. It was found that Poland is not in a position to secure the continuity of energy. The subordinate position to the energy suppliers weakens the country in the international arena and can be a source of political blackmail.
