Wybrane aspekty ewaluacji projektów unijnych

Abstract

Projekt jest najpopularniejszą formą wykorzystywania funduszy europejskich stanowiącą najbardziej podstawowy przedmiot wsparcia Wspólnoty Europejskiej. Nie mniej jednak jeśli chodzi o absorpcję funduszy unijnych i schemat zarządzania jest on na najniższym poziomie, najbliższy osobom bezpośrednio korzystającym. Ewaluacja natomiast, definiowana jako osąd (ocena) wartości interwencji publicznej przy uwzględnieniu odpowiednich kryteriów pozwala ocenić, na ile udało się osiągnąć założone cele i na ile te działania przyniosły oczekiwane efekty a także, jakie były skutki uboczne. Opracowanie ma na celu zbadanie poziomu absorpcji funduszy unijnych oraz stopnia realizacji zamierzonych celów na poziomie gminnym. Poprzez analizę materiału badawczego pragnę dowiedzieć się, na ile skuteczny w rozpatrywanym okresie oraz miejscu był zrealizowany przez Gminę Grybów / Gminny Ośrodek Pomocy Społecznej w Grybowie projekt systemowy współfinansowany ze środków UE oraz w jakim stopniu udało się osiągnąć założone cele. Pierwszy rozdział wyjaśnia pojęcia bezpośrednio związane z projektem, jego istotę i etapy zarządzania oraz pokazuje rolę i znaczenie oceny w kontekście osiągania celów projektu. W drugim rozdziale postanowiłam przedstawić wybrane aspekty ewaluacji projektu w praktyce, począwszy od wytycznych w zakresie ewaluacji programów operacyjnych poprzez podmioty zaangażowane w niniejszy proces i ich rolę, skończywszy na specyfice ewaluacji ex-post. Rozdział trzeci to charakterystyka projektu „Nowe perspektywy - nowe szanse!” zrealizowanego w latach 2010 - 2012 w ramach EFS przez Gminę Grybów / Gminny Ośrodek Pomocy Społecznej w Grybowie. Czwarty rozdział to przeprowadzona ewaluacja ex-post ww. projektu systemowego.

The project is the most popular form of European funds constituting the most basic subject of the European Community grant. Nevertheless, when it comes to the absorption of UE funds and management scheme is at the lowest level, directly benefiting local people. Evaluation on the other hand, is defined as a judgment (evaluation) of the value of public intervention, taking into account the relevant criteria can assess how managed to achieve its objectives and how these actions have been successful and what were the side effects. The study aims to investigate the absorption of EU funds and the extent to which those objectives at municipal level. Through the analysis of the research material I desire to find out how successful the relevant period and the side was carried out by the Grybów Municipality / Municipal Social Welfare Centre in Grybów, system project co-funded by the EU and the extent to which managed to achieve their objectives. The first chapter explains the concepts directly related to the project, its nature and stages of management and shows the role and importance of evaluation in the context of achieving the project objectives. In the second chapter, a decided to present some aspects of project evaluation in practice, starting with the guidelines for the evaluation of the operational programs by the actors involved in this process and their role in ending the specificity of ex-post evaluation. Chapter three is a characteristic of the “New perspectives – new opportunities!” realized in years 2010 – 2012 in the framework of the EFS by the Grybów Municipality / Municipal Social Welfare Centre in Grybów. The fourth chapter it is done ex-post evaluation of the mentioned system project.
