Analiza wskaźnikowa jako metoda oceny sytuacji finansowej jednostek samorządu terytorialnego na przykładzie gminy Chełmiec

Abstract

Celem pracy było przedstawienie kondycji finansowej gminy Chełmiec w latach 2010-2011 i porównanie ze sobą badanych wskaźników. Dzięki tym właśnie badaniom okazało się, że badany podmiot posiada doskonałą kondycję finansową. Świadczą o tym zbadane wskaźniki sytuacji finansowej, które mieszczą się w granicach norm. Dobra kondycja finansowa jest możliwa dzięki doskonałemu zarządzaniu i trafnie podejmowanym decyzjom. Błędne decyzje mogą kosztować bardzo dużo i dlatego ważne jest, aby realizowane plany odbywały się zgodnie z wcześniej ustalonymi normami, zasadami. W pierwszym rozdziale przedstawiono liczne definicje pojęcia samorząd. Zobrazowano tutaj istotę, rolę i zadania samorządu terytorialnego, a także Europejską Kartę Samorządu Terytorialnego, której temat jest szczegółowo przedstawiony. Drugi rozdział odnosi się do roli finansów, które pełnią bardzo ważną funkcję w państwie. Opisane są tu funkcje finansów, klasyfikacja zjawisk finansowych i decyzje finansowe w procesie zarządzania. Trzeci rozdział to kontrola nad działalnością finansową jednostek samorządu terytorialnego. Wyróżnione są tu Regionalne Izby Obrachunkowe i audyt, jako instrument wzmocnienia kontroli wewnętrznej w jednostce. Czwarty i piąty rozdział zawiera szczegółowo opisane i zbadane wskaźniki sytuacji finansowej. Do wskaźników finansowych należą: wskaźniki budżetowe, wskaźniki na mieszkańca i wskaźniki dla zobowiązań.

The purpose of the work was to present the financial health of Chełmiec in years 2010-2011 and comparison test with each other. Thanks to this research, it turned out that the tested entity has an excellent financial condition. Show examined the financial situation of the indicators, which fall within the limits of the standards. The financial soundness is possible thanks to excellent management and aptly made the decision. Wrong decisions can cost a lot and that is why it is important that implemented the plans were carried out according to pre- established standards. In the first chapter shows numerous definitions the concept of local government. Here is the essence, the role and tasks of the local government, as well as the European Charter of local government, to which the theme is presented in detail. The second chapter refers to the role of finance, which serve a very important function in the country. Described here are the functions of finance, the classification of financial and financial decisions in the process of management. The third chapter is the control of the financial activities of local government units. Highlighted here are the Accounting and audit Chambers, as an instrument of strengthening internal control unit. The fourth and the fifth chapter contains detailed and examined the financial situation of the indicators. To financial indicators include: budgetary indicators, indicators and indicators per capita for commitments.
