Plan zagospodarowania przestrzennego w perspektywie mieszkańców. Wyniki badań bezpośrednich w mieście Nowy Sącz

Abstract

Tematem niniejszej pracy jest opis i analiza wybranych planów zagospodarowania przestrzennego poprzez pryzmat wartości nieruchomości, na terenie miasta Nowy Sącz oraz perspektyw wprowadzenia podatku katastralnego. W pracy użyto metod badawczych w postaci kwestionariusza ankietowego. Ankietę przeprowadzono w wersji on-line. Przedstawione wyniki dotyczą 42 prób badawczych. Na podstawie ankiety dokonano analizy znajomości zagadnień związanych z uchwałą planu zagospodarowania przestrzennego w miejscu zamieszkania respondenta. Wyniki pokazały, że społeczeństwo jest zainteresowane tworzonymi planami zagospodarowania przestrzennego, ale nie koniecznie zdaje sobie sprawę z konsekwencji tych uchwał oraz ich wpływu na wartość posiadanych nieruchomości oraz skutkach wprowadzenia podatku od wartości nieruchomości. Przedstawiono wnioski jakie należy brać pod uwagę prowadząc konsultacje społeczne przy tworzeniu planów miejscowych oraz jak przeprowadzić kampanię informacyjną na temat podatku katastralnego.

The subject of this thesis is the description and the analysis of selected land-use planning resolutions perceived in the light of real property value on the territory of Nowy Sacz commune, and the perspective of introducing ad valorem property tax. For the purpose of this thesis an online survey questionnaire was used as a research method. The results of the survey concern 42 samples. The analysis of respondents’ knowledge of issues concerning land-use planning resolutions in their place of residence was conducted on the basis of the survey. The results show that the community is interested in land-use planning, however they are not aware of the consequences of resolutions concerning this planning, together with their impact on the value of real properties, and the consequences of introducing ad valorem property tax. The conclusions that should be taken into consideration when conducting public consultations concerning land-use planning and information campaign on ad valorem property tax were also shown in the thesis.
