Wdrażanie strategii rozwoju jednostki samorządu terytorialnego na przykładzie gminy Piwniczna – Zdrój w latach 2008-2015

Abstract

Celem pracy jest przedstawienie istoty i funkcji oraz metod wdrażania strategii rozwoju jednostki samorządu terytorialnego, a także zbudowanie strategicznej karty wyników (SKW) dla potrzeb wdrażania strategii rozwoju gminy Piwniczna-Zdrój w latach 2008-2015. W pracy zastosowano metody badawcze w postaci wywiadu częściowo ustrukturyzowanego z pracownikiem gminy oraz analizy danych wtórnych. Źródła danych miały charakter pierwotny (wywiad) i wtórny (dokumentacja gminy, strony internetowe, dane statystyczne). Tworząc strategiczną kartę wyników dla potrzeb wdrażania strategii gminy Piwniczna, przypisano do odpowiednich perspektyw cele strategii gminy w latach 2008-2015, ustalono mierniki realizacji, ich docelowy poziom i czas realizacji oraz określono ryzyka związane z wdrażaniem karty i sposoby ich ograniczania.

The aim of the thesis was to present the essence, functions and methods of implementation of the local government development strategy, as well as to elaborate the balanced scorecard (BSC) for the implementation of the development strategy of Piwniczna - Zdrój community in the years 2008-2015. The research methods included semi-structured interview with the community employee and secondary data analysis. Data sources were of primary (interview) and secondary nature (community documentation, websites, statistics). In order to elaborate the balanced scorecard, for the implementation of development strategy of Piwniczna -Zdrój community, the goals of the community strategy in the years 2008-2015 were matched with appropriate perspectives of BSC, specific measures ,their target level and time horizon were determined and the risk associated with implementation of BSC was assessed with recommendations on how to limit the risk.
