Analiza budżetu na przykładzie gminy Łącko w latach 2007 - 2011

Abstract

Celem niniejszej pracy jest przedstawienie gospodarki finansowej gminy w ujęciu teoretycznym i praktyczne odzwierciedlenie tej gospodarki w latach 2007 – 2011 na przykładzie gminy Łącko. W pracy dokonano krótkiego wprowadzenia do tematyki samorządu terytorialnego, spośród której wyodrębniona i scharakteryzowana została gmina. Omówiono jej organy, kompetencje oraz zadania, jakie realizuje w stosunku do społeczności lokalnej. Następnie skupiono się na budżecie jako istotnym elemencie prawidłowego funkcjonowania gospodarki finansowej gminy. Ukazano w jaki sposób jest opracowywany, uchwalany oraz wykonywany budżet gminy. Zdefiniowano pojęcie budżetu, zasady budżetowe oraz kontrolę wykonania budżetu gminy. Z kolei scharakteryzowano dochody oraz wydatki gminy. Ostatni rozdział opiera się na analizie dochodów i wydatków budżetu gminy Łącko w latach 2007 - 2011 umożliwiając tym samym przedstawienie jej kondycji finansowej oraz tego jak zmieniała się ona na przestrzeni badanych lat.

The purpose of this paper is to present the financial management of the municipality in terms of theoretical and practical reflection of the economy on the example of Łącko self-government during the period of 2007 - 2011. The paper is a short introduction to the topic of self-government, among which municipality was separated and characterized. There are discussed its authorities, powers and tasks to be implemented in relation to the local community. Then the dissertation focuses on the budget as an important element of the proper functioning of the financial management of the municipality. It shows how it is developed, and implemented resolutions of the municipal budget. The concept of the budget and budgetary rules are defined as well as the methods of verification of its implementation are presented. In turn the revenues and expenditures of the municipality are discussed. The last chapter contains analysis of revenues and expenditures of the municipal budget Łącko during the period 2007 - 2011, thus allowing to present its financial condition and how it has evolved over the years studied.
