Kultura jest ważną dziedziną gospodarki. W związku ze zmianami systemowymi, które dokonały się w Polsce oraz w wyniku trudnej sytuacji finansów publicznych sposób finansowania i zarządzania tą działalnością ulega zmianie. Dziedzina ta, podobnie jak i inne, musi dostosować się do wymogów gospodarki rynkowej i wypracować metody oraz narzędzia funkcjonowania według jej zasad.
W niniejszej pracy przedstawiono dostępne narzędzia zarządzania działalnością kulturalną. W związku z integracją z Unią Europejską zarządzanie kulturą odniesiono również do Wspólnoty. Celem pracy jest analiza i ocena systemu zarządzania kulturą w Tarnowskim Centrum Kultury, jako przykładowej instytucji zajmującej się tą działalnością w Polsce.
Culture is a very important sphere of the economy. In connection with system changes that have taken place in Poland and as a result of difficult situation of public finances, methods of managing and financing that domain also had to change. That sphere, similarly to others, has to adapt to requirements of capitalism and develop operating methods and tools according to its rules.
This paper comprises presentation of available tools of culture management. That management has been also refereed to European Union in the perspective of Polish accession. The purpose of this paper is an analysis and evaluation of culture management system in Tarnowskie Centrum Kultury (TCK), as an example of institution dealing with those issues in Poland.
Chapter one presents theoretical issues connected with culture and culture management. It comprises characteristic features for that sphere including institutional aspect, especially organizations of non-profit sector.
Chapter two is devoted to legal and financial regulations concerning culture in European Union. It presents also cultural programs of the Community that are the framework for financing cultural undertakings.
Chapter three comprises presentation of conditions for culture management in Poland. Legal regulations for culture and mechanisms of its financing have been presented in this chapter, as well as conceptions of culture management.
Chapter four is devoted to presentation of Tarnowskie Centrum Kultury. It includes its history, statute objectives and fields of activities. In chapter five analysis of activity’s conditions of TCK in Tarnow has been conducted. It includes presentation of its culture management system, organizational structure and description of its actions in past three years. That analysis enabled evaluation of culture management system in TCK. According to the author of this paper cooperation with cultural and other institutions, among others, is the chance for development for TCK, as well as implementation of projects on local, regional and further European level. It is necessary to begin strategic management implementation process and to consider possibilities of changes in organizational structure related to task-project orientation.
