Gospodarka finansowa jednostek samorządu terytorialnego na przykładzie gminy Kamionka Wielka w latach 2008-2011

Abstract

Tematyka niniejszej pracy dotyczy gospodarki finansowej podstawowej jednostki samorządu terytorialnego jaką jest gmina. Obejmuje zagadnienia dotyczące funkcjonowania oraz budżetu gminy, a co za tym idzie również pojęcia związane z samorządem terytorialnym i finansami publicznymi. W pracy scharakteryzowano zadania gminy, jej poszczególne źródła dochodów, mechanizm otrzymywania funduszy, a także ich wydatkowanie. Opisuje tryb uchwalania budżetu, zasady jego konstruowania i wykonania, których celem jest zapewnienie sprawnego i racjonalnego funkcjonowania całej gospodarki finansowej gminy. Metodą wykorzystywaną przy pisaniu pracy była analiza dokumentów prawnych i statystycznych. Miała ona na celu zweryfikowanie postawionych w pracy następujących hipotez badawczych: - rośnie udział dochodów własnych w strukturze dochodów gminy, - wydatki gminy są podporządkowane strategii rozwoju gminy Kamionka Wielka.

The theme of this MA dissertation is concerned with the financial management of parish – the basic local government unit. Issues regarding the budget and functioning of parish, thus also the concepts related to the government unit and public finance are within the scope of the MA thesis. The MA dissertation characterizes duties, specific sources of income, funding mechanisms and the disbursement of grants. The thesis also describes the budgetary processes, such as adopting of the budgetary act, construction and achievement of the budget, which are indispensable to ensure efficient and reasonable functioning of the parish financial management. Method that was employed in writing the MA dissertation was the analysis of the legal instruments and statistical information. The examination primarily purposes was the verification of the following hypotheses: - the contribution of own incomes increase in the parish income structure. - the expenditure of the parish is subordinate to the Kamionka Wielka parish development strategy.
