Zarządzanie projektem ze środków UE w samorządzie terytorialnym na przykładzie Urzędu Gminy Łososina Dolna

Abstract

Celem głównym pracy było przedstawienie istoty zarządzania projektami UE w działalności samorządu terytorialnego oraz analiza i ocena zarządzania projektem „Dzieci przyszłości” w Urzędzie Gminy Łososina Dolna. Metodami badawczymi były wywiad bezpośredni częściowo ustrukturyzowany, obserwacja uczestnicząca oraz analiza dokumentacji. W wyniku badania stwierdzono, że w zarządzaniu projektem zrealizowano główne kryteria ewaluacji publicznej, tj. osiągnięto skuteczność w realizacji celów, efektywność wykorzystania zasobów, trwałość rezultatów, trafność doboru instrumentów do społecznego problemu oraz użyteczność z perspektywy korzyści odniesionych przez beneficjentów.

The aim of the thesis is to present the essence of the European Union Project Management being part of the activity of the local self-government as well as the analysis and evaluation of managing the project “Children of the Future” by the Administrative Area Office of Lososina Dolna. Research methods included direct, semi-structured interviews, participant observation and documentation analysis. The research has proved that the main criteria of public evaluation in the project management have been achieved, namely the effectiveness of accomplishing its objectives, efficiency of using the resources, lasting results, adequate choice of instruments for the social problem and usefulness in terms of the benefits gained by beneficiaries.
