Formalizacja i wdrażanie strategii organizacji non-profit na przykładzie Ochotniczej Straży Pożarnej w Łącku

Abstract

Celem niniejszej pracy jest charakterystyka strategii oraz metod jej wdrażania ze szczególnym uwzględnieniem organizacji non-profit oraz formalizacja strategii Ochotniczej Straży Pożarnej w Łącku na lata 2013-2018 wraz z określeniem sposobu wdrażania tej strategii. W opracowaniu zastosowano metodę zarządzania przez cele (ZPC) oraz analizę dokumentacji OSP Łącko z lat 2008-2011. Wykorzystano pierwotne i wtórne źródła danych. Źródła pierwotne stanowiły wywiad bezpośredni częściowo ustrukturyzowany oraz obserwacja uczestnicząca. Źródła wtórne, które pochodziły z dokumentacji i strony internetowej OSP w Łącku. W opracowaniu sformalizowano strategię, określając cele, priorytety, mierniki i działania na podstawie kierunków rozwoju pozyskanych z wywiadu. Cele zawarte w strategii obejmują głównie podnoszenie sprawności i jakości prowadzonych różnych działań ratowniczych, działalność na rzecz ochrony przeciwpożarowej oraz dbałość i rozwijanie aktywności sportowej i działalności kulturalno-oświatowej. Przedstawiono także sposoby mierzenia realizacji strategii poprzez dopasowanie mierników do poszczególnych priorytetów. Stwierdzono ponadto, że strategia jest możliwa do zrealizowania z punktu wiedzenia możliwości jej finansowania.

This thesis aims to present the concept of strategy and its implementation with a focus on non-profit organizations, and to formalize the strategy for the Volunteer Fire Department in Lacko, together with the methods of implementing it for the years 2013-2018. In the research the methods of management by objective (MBO) and the analysis of documentation of the Volunteer Fire Brigade in Lacko in the years 2008-2011. The primary sources included the interviews with present and former members of the board and with the representatives of City Headquarters of State Fire Service as well as participant observation. The secondary sources constituted legislative documents, statute and reports regulating the work of Volunteer Fire Department. The strategy was formalized by specifying objectives, priorities, measures and actions based on the strategic directions learnt from the interviews. The objectives for the years 2013-2018 are directed at the fire-fighting control, cultural and educational programs, physical fitness of local fire-fighters. It was also concluded that this strategy is feasible in terms of the sources of funding.
