Pozycja Gminy Stary Sącz w powiecie nowosądeckim w latach 2002-2010

Abstract

Niniejsza praca opisuje samorząd terytorialny w Polsce z uwzględnieniem funkcjonowania jej najmniejszej jednostki jaką jest gmina. Na przykładzie jednej z nich - gminy Stary Sącz dokonana została szczegółowa analiza pod kątem społeczno - gospodarczym. Uwzględniono również osobę burmistrza - Mariana Cyconia, jego rolę i wpływ na rozwój gminy. W oparciu o materiały jakościowe oraz wskaźniki ilościowe przeprowadzone zostało badanie. Postawiono założenie w pracy mówiące, że gmina Stary Sącz w 2002-2010 roku, należała do czołówki rankingu najlepszych gmin w powiecie nowosądeckim, na co miała wpływ między innymi osoba burmistrza Mariana Cyconia. Dokonana analiza pozwoliła stwierdzić, że pod względem poziomu rozwoju społeczno-gospodarczego, gmina Stary Sącz jest jedną z najlepszych wśród gmin powiatu nowosądeckiego. Diagnoza pozwoliła na potwierdzenie, że burmistrz pełni istotną rolę dla rozwoju gminy, ponieważ jest profesjonalnym zarządcą, potrafi skutecznie pozyskiwać środki finansowe na liczne inwestycje, a przy tym jest wysoko oceniany i stawiany za wzór samorządowca.

This paper describes the local government system in Poland, with a focus on the system's most basic administrative unit - community. The practical part -a social-economical analysis- has been conducted, taking on the example of Stary Sącz, an existing community in Poland. The research includes also the role and influence of the mayor of this municipality, Mr. Marian Cycyoń. A number of qualitative and quantitative indicators are in use. The main working assumption of this paper is that, in the years between 2002-2010 the municipality of Stary Sącz was one of the top ranking among other high performing municipalities in the district of Nowy Sącz, which was due to the influence of it's mayor. The analysis revealed that in terms of socio-economic level, the community had a very high ranking position in comparison with other municipalities in the region. The diagnosis allowed us to confirm that the role of the mayor has been an important determinant in the development of the community, this is because, he is like a professional managers, can effectively raise funds for numerous investments, and at the same time is highly rated and is being portrayed as a model politician on the local government level.
