Gospodarka finansowa jednostki samorządu terytorialnego na przykładzie budżetu gminy Rytro w latach 2008 – 2010

Abstract

Celem niniejszej pracy było wyjaśnienie pojęcia gminy, przedstawienie jej struktury, podstawowych zadań oraz ukazanie gospodarki finansowej jednostek samorządu terytorialnego na przykładzie gminy Rytro w latach 2008 – 2010. Praca została podzielona na dwie części. Pierwsza prezentuje teoretyczne podstawy funkcjonowania samorządów terytorialnych w Polsce, ich gospodarkę budżetową i jej najważniejsze elementy: dochody, wydatki i wyniki finansowe. Kolejne rozdziały stanowią analizę struktury dochodów i wydatków w budżecie gminy Rytro, a także są one próbą oceny sytuacji finansowej oraz stopnia wykorzystania środków budżetowych w rozwoju gminy. Praca dowodzi, że sytuacja finansowa gminy Rytro kształtowała się korzystnie w badanym okresie. Występujący deficyt spowodowany był rozpoczętymi inwestycjami. Niniejsza praca udowadnia także, iż ryterski samorząd dokłada wszelkich starań, aby mimo niewielkiego budżetu rozwijać tę małą, ale bardzo atrakcyjną miejscowość.

The aim of the document is to explain the commune term, to introduce its structure, basic tasks and show financial management of the self-government unit based on budget of the Rytro commune in years 2008 – 2010. The work was divided into two parts. First is presenting theoretical bases of functioning of local self-governments in Poland, their budget economy and her important components: incomes, expenses and financial results. Next chapters constitute analysis of the income structure and expenses in budget of the Rytro commune, as well as they are an attempt of an assessment of the financial situation and the rate of utilisation of budgetary resources in the development of the commune. The work is showing that the financial standing of the Rytro commune developed favourably in the analysed period. The appearing deficit was caused commenced investments. This work is also proving, that the self-government is making every effort in spite of little budget to develop this small, but very attractive town.
