Inwestycje w strategii rozwoju lokalnego na przykładzie gminy Limanowa w latach 2006 - 2010

Abstract

Celem niniejszej pracy jest przedstawienie istoty rozwoju lokalnego i jego strategii, w części empirycznej zaś ocena realizacji inwestycji jako elementu strategii rozwoju Gminy Limanowa w latach 2006 – 2010 oraz ukazanie problemów w procesie planowania zadań inwestycyjnych w gminie. Jako podstawową metodę badawczą zastosowano analizę danych wtórnych zawartych w strategii rozwoju Gminy Limanowa oraz sprawozdaniach z wykonania budżetu Gminy Limanowa z lat 2006 – 2010. Uzupełnieniem w procesie badawczym były wywiady bezpośrednie przeprowadzone z dwoma gminnymi urzędnikami. W toku analizy wykazano, iż wiele inwestycji zawartych w strategii nie jest realizowanych, co wynika z ograniczeń planowania strategicznego, inwestycyjnego i finansowego w analizowanej gminie. Ze względu na niską użyteczność obecnego dokumentu strategii w procesie planowania i realizacji inwestycji, proponuje się władzom gminy utworzenie odrębnego dokumentu tj. Wieloletniego Planu Inwestycyjnego, dzięki któremu proces planowania i realizacji inwestycji oraz zabezpieczanie środków na przewidziane do wykonania zadania będą przebiegały w sposób sprawny i skuteczny.

The aim of the thesis is to present the essence of local development and its strategy, and, in the empirical part, to evaluate the implementation of investments as an element of development strategy of Limanowa commune in the years 2006-2010 as well as to identify main problems in the process of planning investments in this commune. The primary research method was the analysis of secondary data included in the development strategy of Limanowa commune and in the report of execution of the commune’s budget for the years 2006-2010. The research process was complemented by direct the interviews with two officials in the commune office. The analysis revealed that a major part of the investments planned was not completed due to some limitations in the strategic, investment and financial planning. Considering the drawbacks in the current document of development strategy, it is recommended that the commune authorities create an additional planning document, i.e. The Long-term Investment Plan, to assure the efficient and effective planning and implementation of investments as well as to secure adequate financial resources.
