Fundusze strukturalne jako źródło finansowania zadań własnych jednostki samorządu terytorialnego na przykładzie gminy Lubień

Abstract

Środki pozyskane przez gminę Lubień z funduszy strukturalnych, odgrywają ważną rolę w jej dynamicznym rozwoju społeczno – gospodarczym. Na podstawie materiałów uzyskanych z Urzędu Gminy, przedstawiona została ocena wykorzystania środków z funduszy strukturalnych w procesie finansowania zadań własnych w gminie Lubień, co stanowi cel niniejszej pracy. Scharakteryzowano samorząd terytorialny, jego istotę i ustrój, budżet, dochody i wydatki, zadania – ze szczególnym naciskiem na zadania własne gmin. Opisano fundusze strukturalne oraz ich programy operacyjne i regionalne. Przedstawiono charakterystykę gminy Lubień oraz zadania, jakie gmina wyznaczyła sobie w tym czasie, biorąc środki z funduszy strukturalnych jako jedno z potencjalnych źródeł finansowania. Przedstawiono projekty, których dotyczyły wnioski o dofinansowanie z programów funduszy unijnych, złożone przez gminę Lubień w latach 2007-2011 oraz przedstawiono ocenę ich wykorzystania. Jako mieszkanka gminy Lubień, bacznie obserwuję jej dynamiczny rozwój społeczno-gospodarczy. Na podstawie materiałów pozyskanych z gminy Lubień, dotyczących funduszy strukturalnych jako źródła finansowania zadań własnych w gminie w latach 2007-2011, stwierdzam, że pomoc finansowa z Unii Europejskiej przyniosła gminie Lubień znaczące korzyści. Dała pozytywne rezultaty w zakresie: poprawy estetyki obszaru gminy, podniesienia jej atrakcyjności turystycznej, wzrostu aktywizacji społeczeństwa gminy i poprawy jakości życia jej mieszkańców, wzrostu poziomu wiedzy i samooceny uczniów z terenu gminy, rozwoju indywidualnego i gospodarczego.

Financial resources obtained by Lubien Commune from structural funds play a vital role in its dynamic socio-economic development. On the basis of materials obtained from Lubien Commune, I have provided an evaluation of utilisation of structural funds in the process of financing Lubien Commune tasks, which has been the objective of the following dissertation. I have characterised the territorial self-government, its identity and structure, budget, incomes and expenses and tasks – with particular emphasis on communal tasks. Structural funds and their operational and regional programmes have also been described. I have presented the characteristics of Lubien Commune and tasks, which the commune has assigned to complete within a specified time frame, while acquiring resources from structural funds, as one of potential financial sources. I have described projects, to which applications for financial aid from EU structural programmes, submitted by Lubien Commune between 2007 and 2011, were related and provided an evaluation of their utilisation. As an inhabitant of Lubien Commune, I observe its socio – economic development. On the basis of materials obtained from Lubien Commune, related to its acquisition of resources from structural funds between 2007 and 2011, I conclude that EU financial aid has provided substantial benefits to Lubien Commune. It has delivered positive results within the areas of: esthetical improvement of communal territory, enhancement of its tourist attractiveness, increase in social involvement of in habitants, improvement of life standards, increase in level of knowledge and self – esteem of pupils from communal area and individual, as well as, economic development.
