Wsparcie rolnictwa w Polsce. Porównanie pomocy społecznej oraz programów rozwojowych

Abstract

Głównym problemem merytorycznym występującej w tej pracy było pokazania działania rolniczych ubezpieczeń społecznych w Polsce i także jednego z funduszów europejskich, a dokładnie Programu Rozwoju Obszarów Wiejskich na lata 2007-2013. Hipotezy z pracy były opracowywane na podstawie danych udostępnionych od Agencji Restrukturyzacji i Modernizacji Rolnictwa i przedstawiane w postaci wykresów. W wyniku analizy tych danych zostały opisane stany procentowe realizacji konkretnych działań z poszczególnych osi. Rezultaty pokazały, iż niektóre osie są zrealizowane w stopniu wysokim, a inne w poziomie średnim. Skutkiem tego może być różnorodna długość realizacji przyjmowania wniosków, a co za tym idzie późniejsza wypłata pieniędzy z kasy Unii Europejskiej. Oprócz tego została wyjaśniona funkcja opiekuńcza państwa i w kolejnych rozdziałach skonfrontowana z Programem Rozwoju Obszarów Wiejskich. To porównanie pokazało, że obydwa programy w wielu przypadkach znacznie się różnią od siebie, a w kilku są bardzo podobne. Posiadają one wspólną cechę, które jest niesienie pomocy społeczeństwu określoną w swoich wewnętrznych własnościach.

The main problem occurring substance in this study was to demonstrate the social insurance of agricultural activities in Poland and also one of the European funds, namely the Rural Development Programme for 2007-2013. The hypotheses of the study was developed on the basis of data available from the Agency for Restructuring and Modernization of Agriculture and presented in graphs. The analysis of these data are described states of the implementation of concrete measures the percentage of each axis. The results showed that some axes are implemented in a high degree, and the other at the secondary level. The result may be varied the length of the receipt of applications, and thus the subsequent withdrawal of money from the till of the European Union. In addition, caring function is explained in subsequent chapters, the State confronted with the Rural Development Programme. This comparison showed that both programs, in many cases differ significantly from each other, and some are very similar. They have in common feature, which is to help the public as set out in their internal properties.
