Strategia rozwoju lokalnego a źródła finansowania na przykładzie Gminy Grybów w latach 2008-2015

Abstract

Celem pracy jest przedstawienie specyfiki strategii jednostki samorządu oraz analiza i ocena możliwości realizacji strategii rozwoju Gminy Grybów w latach 2008-2015 z punktu widzenia źródeł finansowania. Badania empiryczne zostały przeprowadzone w Gminie Grybów, na podstawie danych wtórnych (raporty, dokumentacja gminy, dokumenty programowe na temat rozwoju, GUS, PUP) oraz wywiadu bezpośredniego częściowo ustrukturyzowanego z pracownikiem urzędu gminy. Źródłem finansowania strategii rozwoju Gminy Grybów na lata 2008-2015 były: dotacje celowe, dochody własne, subwencje oraz udział we wpływach z podatku dochodowego od osób fizycznych i prawnych. W opracowanym dokumencie Plan Rozwoju Lokalnego Gminy Grybów na lata 2008-2015, jak również sprawozdaniach z wykonania budżetu Gminy Grybów w latach 2008-2010 określono jasno i realistycznie środki finansowe pozyskania na planowane i wykonane inwestycje. Również wskazano w planach budżetu gminy konkretne cele planowanych i realizowanych inwestycji na lata 2011-2015. Władze Gminy Grybów zapewniły źródła finansowania na realizacje podjętych projektów i inwestycji w latach 2008-2010. Większość zadań inwestycyjnych została zrealizowana (szkolnictwo, infrastruktura, bezpieczeństwo, kultura, ochrona zdrowia).

The aim of my thesis is presenting the characteristics of strategy of the local government unit as well as analysis and the assessment of the possibilities of the implementation of strategies in the development of the Municipal Office in Grybów in the years 2008-2015 in terms of sources of funding. Empirical researches were conducted in the Municipal Office in Grybów on the basis of secondary data (reports, municipal documentation, programme documents concerning development, Central Statistical Office of Poland, District of Labour Office)and the direct survey with the Municipal Office worker. The source of funding of the strategy of development of the Municipal Office in Grybów in the years 2008-2015 were: target subsidies, own revenue, subventions and earnings from income tax from natural or legal people. In the prepared document The Plan of the Local Development of the Municipal Office in Grybów in the years 2008-2015 as well as in the report about the municipal budget in the years 2008-2010 it was clearly stated what financial resources were used for investment and what was planned to do. Moreover, clear objectives were pointed out in terms of planned and already happening investments in the years 2011-2015. The Municipal Office authorities provided financial resources for realization of undertaken projects and investments in the years 2008-2010. Most of investment tasks was realized (education, infrastructure, safety, culture, protection of the health).
