Wpływ wsparcia z funduszy strukturalnych w latach 2004-2006 na innowacyjność małych i średnich przedsiębiorstw (MSP)

Abstract

Celem pracy jest przedstawienie istoty i determinant innowacyjności przedsiębiorstw oraz ocena wpływu funduszy strukturalnych w latach 2004-2006 na innowacyjność małych i średnich przedsiębiorstw w Polsce. Podstawową metoda badawczą była analiza danych pochodzących ze źródeł wtórnych przy zastosowaniu metodyki ewaluacji interwencji publicznej według kryteriów: trafności, skuteczności, efektywności, użyteczności i trwałości. Badanie umożliwiło weryfikację pięciu hipotez badawczych oraz sformułowanie następujących wniosków: 1) stwierdzono generalnie pozytywny wpływ wsparcia unijnego w latach 2004-2006 na innowacyjność przedsiębiorstw; 2) cele i instrumenty programów okazały się trafne; 3) programy wsparcia były skuteczne, użyteczne oraz zapewniły trwałe efekty; 4) programy nie były natomiast efektywne w rozumieniu relacji między nakładami a wynikami.

The aim of the thesis was to present the nature and determinants of business innovation and to evaluate the impact of the support from Structural Funds in the years 2004-2006 on the innovativeness of small and medium-sized enterprises (SMEs) in Poland. The primary method of research was the analysis of data from secondary sources with the use of methodology of the evaluation of the public intervention according to the criteria of relevance, efficiency, effectiveness, utility, and sustainability. The study allowed the verification of the five research hypothesis and drawing the following conclusions: 1) the impact of the EU funding in the years 2004-2006 on the innovativeness of SMEs was generally positive; 2) the objectives and measures of the support programs were relevant; 3) the programs proved efficient and useful as well as ensured sustainable results; 4) however the programs were not efficient as measured by the input-output ratio.
