Wpływ pomocy publicznej na ograniczenie bezrobocia w województwie małopolskim

Abstract

Celem pracy było ukazanie wpływu, jaki pomoc publiczna wywiera na rynek pracy, a w szczególności wielkość bezrobocia w województwie małopolskim. W pierwszych trzech rozdziałach zostały omówione w ujęciu teoretycznym zagadnienia takie jak, rynek pracy, bezrobocie oraz pomoc publiczna. Czwarty rozdział prezentuje województwo małopolskie, jako przedmiot badań. Piąty natomiast skupia się już szczegółowo na realizowanym na terenie Małopolski Programie Operacyjnym Kapitał Ludzki i jego wpływie na lokalny rynek pracy. Został tutaj wzięty pod uwagę okres 2007-2012, ze względu na brak pełnych danych za rok 2013. Analiza ukazuje wielkość oraz specyfikę pomocy udzielonej w ramach komponentu regionalnego PO KL w województwie małopolskim. Pozwala także na ocenę jej wpływu na ilość osób bezrobotnych oraz poziom kwalifikacji zawodowych ludności Małopolski. Wynika z niej, że dzięki wsparciu udzielonemu w ramach programu stworzono nowe miejsca pracy dla określonej liczby osób, które w ten sposób nie zasiliły grona bezrobotnych. Wydatkowano środki między innymi na staże, szkolenia, kształcenie ustawiczne. Dało to możliwość podniesienia kwalifikacji zawodowych osobom będącym w trudnej sytuacji, nie radzącym sobie na rynku pracy. Podniosło ich wartość dla potencjalnego pracodawcy. Analiza potwierdziła pozytywny wpływ, jaki wywarła realizacja PO KL na rynek pracy w województwie małopolskim.

The aim of the thesis was to show the impact that public assistance has on the labor market, in particular the level of unemployment in the Małopolska region. The first three chapters, in terms of theoretical, have been discussed issues such as the labor market, unemployment, and public assistance. The fourth chapter presents the Małopolska region, as an object of study. The fifth focuses in detail on the implemented already in Malopolska region Human Capital Operational Programme and its impact on the local labor market. It has been taken into account the period 2007-2012, due to the lack of complete data for 2013. The analysis reveals the greatness, and the specificity of the assistance granted under the regional component of PO KL in the Małopolska region. It also allows the assessment of its impact on the number of unemployed people, and the level of professional qualifications of population of Małopolska region. It shows that with the support provided under the program new workplaces were created for the number of people, and in this way they don’t appear among the unemployed. Funds were disbursed among others, on internships, training and lifelong learning. This gave the opportunity to raise the professional qualifications of persons who are in a difficult situation, not coping in the labor market. It also raised its value to a potential employer. The analysis confirmed the positive impact that the implementation of the PO KL had on the labor market in the Małopolska region.
