Rozwój turystyki w działalności samorządu terytorialnego na przykładzie gminy Rytro

Abstract

Celem pracy jest przedstawienie istoty i instrumentów rozwoju turystyki w działalności samorządu terytorialnego oraz analiza i ocena działalności gminy Rytro na rzecz rozwoju turystyki w latach 2009-2013. W pracy zostały przedstawione zagadnienia teoretyczne dotyczące przedmiotu pracy. Praca obejmuje zagadnienia związane z funkcjonowaniem turystyki jak również odnosi się do zagadnień związanych z funkcjonowaniem samorządu terytorialnego w tym zakresie. Wyniki analizy pokazują, że turystyka jest istotnym filarem, na którym opiera się funkcjonowanie gminy, a działalność urzędu gminy zmierza w kierunku rozwoju wspierania tego sektora. Władze samorządowe podejmują wiele inicjatyw mających w jak najszerszym spektrum wspierać sektor turystyczny. Na największe uznanie zasługują te mające na celu wykorzystanie naturalnych walorów tego regionu. Natomiast słabą stroną działań gminy pozostają promocja oraz infrastruktura.

The purpose of this thesis was to present the essence and measures of the development of tourism sector in the activities of the local government, and to analyze and evaluate the activities of Rytro commune for the development of tourism in the years 2009-2013. The work covers issues related to the functioning of tourism as well as addresses issues related to the functioning of local government in the area of tourism development. The analysis showed that tourism is an important pillar, on which the functioning of the commune rests. The activities of the commune’s authorities are directed at supporting the development of this sector. Local authorities take a number of initiatives to enhance tourism growth. The highest recognition can be attributed to the activities that exploit the natural endowment of the commune. On the other hand, promotion and infrastructure for tourism development are major weaknesses of the local government activities in this regard.
