Rola funduszy europejskich w finansowaniu działalności rozwojowej jednostek samorządu terytorialnego na przykładzie Gminy Chełmiec

Abstract

Celem niniejszej pracy jest przybliżenie polityki strukturalnej Unii Europejskiej oraz Funduszy Europejskich, jako pomocy dla Polski, którą proponuje Unia Europejska. Praca powstała na podstawie danych dostępnych w raportach, opracowaniach, literaturze dostępnej w bibliotekach oraz stron internetowych, które są częściej aktualizowane. Podczas pisania pracy wykorzystano metody badawcze, takie jak: metodę historyczną i analizę instytucjonalno-prawną, a także literatury przedmiotu oraz analizę pozyskanych danych. Pierwszy rozdział został poświęcony samej Unii Europejskiej, jej genezie oraz strukturze. Wyjaśnia on cel i potrzebę integrowania się państw Europy, kierunki jakie dominowały podczas ewolucji powstawania dzisiejszej Wspólnoty. W drugim rozdziale zostały opisane instrumenty polityki strukturalnej i finansowej, oraz zasady ich funkcjonowania. Polityka strukturalna, by mogła być realizowana, musi mieć narzędzia wykonawcze, którymi są Sektorowe Programy Operacyjne. Rozdział ten zawiera także opis podstawowych zasad funkcjonowania Funduszy Strukturalnych. Trzeci rozdział poświęcony jest spojrzeniu na aktualny budżet Gminy Chełmiec i szczegółowej analizie pozyskiwania funduszy europejskich oraz pomocowych, z jakich Gmina Chełmiec zdecydowała się skorzystać w latach 2012-2013. Przystąpienie Polski do Unii Europejskiej zwiększyło możliwości, dla jednostek samorządów terytorialnych, pozyskiwania funduszy unijnych, dzięki czemu obszary wiejskie mogą się rozwijać i podnosić standardy życia mieszkańców.

The aim of the given thesis is to tell a few words about the structural policy of the European Union and the funds set by the European Union which are offered to Poland. The thesis is based on the data included in comprehensible sources, that is, reports, studies, literature on the subject and websites which are relatively often updated. Devices which were used for the purpose of the thesis are as the following: the historical method, the legal-institutional analysis, the analysis of literature on the subject and the analysis of collected data. The first chapter focuses primarily on the European Union, its structure and origin. The given chapter explains the aim and the reason why the European countries need to integrate. Moreover, it mentions trends which dominated during formation of the present-day Community. In the next chapter, one describes instruments of the structural and financial policy and their operation principles. In order to be executed, the structural policy has to use executive instruments which are named the Sector Operational Strategies. The given chapter also encloses a description of the Structural Funds' basic operation principles. The chapter number three matters the current budget of Chełmiec Municipality. In addition, it touches upon a detailed analysis of the funds set by the European Union which were being used by Chełmiec Municipality in the years 2012-2013. The accession of Poland to the European Union gave more opportunities and allows the local governments' units to obtain the funds set by the European Union. This situation enables a development of rural areas and provides a visible improvement in villagers' standards of living.
