Fundusze Unii Europejskiej źródłem finansowania inwestycji na przykładzie gminy Chełmiec

Abstract

Przedmiotem pracy jest problematyka finansowania działalności gminy Chełmiec w oparciu o korzystanie z funduszy europejskich. W pracy przedstawiono gminę będącą podstawową jednostką samorządu terytorialnego, wyszczególnione zostały rodzaje zadań jakie wykonuje wraz ze źródłami ich finansowania. Zawarto w niej również informacje dotyczące polityki regionalnej UE oraz jej głównych instrumentów finansowych – funduszy strukturalnych i programów operacyjnych. Szczególną uwagę poświęcono porównaniu dwóch okresów programowania – 2007 – 2013 oraz 2014 – 2020. Ponadto praca prezentuje proces zarządzania oraz wdrażania funduszy strukturalnych opierający się na systemie prawno – instytucjonalnym będącym podstawą do realizacji polityki rozwojowej. Przedstawione zostały także najważniejsze przedsięwzięcia realizowane na terenie gminy Chełmiec wraz z ich szczegółową charakterystyką. Następnie dokonano oceny projektów współfinansowanych ze środków unijnych, wskazano główne wskaźniki oraz dobrano kryteria ewaluacyjne, które były podstawą analizy wpływu funduszy europejskich na funkcjonowanie gminy. Podczas opracowania pracy wykorzystano dostępną literaturę, akty prawne, strony internetowe oraz wnioski o dofinansowanie projektów będących przedmiotem analizy udostępnione przez pracowników Urzędu Gminy Chełmiec.

The thesis tackles the issue of Chełmiec Commune financing with the aid of European funding. The thesis presents the tasks and sources of funding of a commune which is the principal unit of administrative division in Poland. The thesis also contains information regarding the regional policy of EU and its primary financial instruments – structural funds and Regional Operational Programmes. Two funding programming periods were discussed in more detail: 2007 – 2013 and 2014 – 2020. Moreover, the thesis presents the process of structural fund management and structural fund implementation, which is embedded in the legal and institutional framework serving as foundation for introduction of development policy. Furthermore, the most important investments realized in the Chełmiec Commune are presented and elaborated upon. Next, the thesis attempts an evaluation of projects co-funded by EU, demonstrating key performance indicators and providing a selection of evaluation criteria as basis of the analysis of the impact European funding has had on the Commune. The analysis in the thesis are based on the following sources: available literature, legal acts, websites and the applications for funding of the analysed projects (which were provided by Chełmiec Commune Office workers).
