Gospodarka finansowa gminnej spółki komunalnej na przykładzie Przedsiębiorstwa Usług Komunalnych Korzenna Sp. z o.o.

Abstract

W pracy omówiono istotę samorządu terytorialnego w Polsce oraz działalność komunalną samorządu. Ponadto, opisano istotę sprawozdań finansowych oraz charakterystykę podstawowych elementów. Następnie pokazano analizę wstępną i analizę wskaźnikową sprawozdań finansowych, jak również charakterystykę podstawowych wskaźników finansowych. Celem niniejszej pracy było przedstawienie działalności gminnej spółki komunalnej oraz dokonanie oceny jej gospodarki finansowej na przykładzie Przedsiębiorstwa Usług Komunalnych Korzenna Sp. z o.o. w latach 2012-2014. Oceny kondycji finansowej Spółki dokonano na podstawie analizy poziomu, dynamiki i struktury bilansu oraz rachunku zysków i strat. W oparciu o podstawowe wskaźniki finansowe przeprowadzono analizę wskaźnikową. Analizując pozyskane dane wnioskuje się, że powołanie spółki miało na celu efektywniejsze wykonywanie zadań własnych gminy oraz optymalne wykorzystanie majątku. W toku analizy ustalono, iż spółka samodzielnie i sprawnie zarządza finansami. Wypracowane zyski racjonalnie wykorzystuje, zapewniając ciągły rozwój jednostki i poszerzanie działalności. Na bieżąco reguluje swoje zobowiązania, co nie obciąża budżetu gminy. Ma niewątpliwie pozytywny wpływ na rozwój gminy i poprawę warunków życia mieszkańców. Przy pisaniu pracy korzystano z literatury książkowej, aktów normatywnych i danych empirycznych z Urzędu Gminy w Korzennej oraz z omawianej spółki komunalnej. Wyniki badań przedstawiono w formie opisowej oraz zamieszczono w tabelach i pokazano graficznie na wykresach.

In this project the issue of the local government in Poland and its municipal activity was examined. Moreover, the essence of the financial accounts and a description of basic elements was presented. Then, introductory analysis and indicatory analysis of financial accounts as well as a description of fundamental financial indicators were displayed. The aim of this project was to present the work of the municipal company and to evaluate its financial economics exemplified by Communal Services Enterprises Korzenna Sp. z o.o. in the years 2012-2014. Thee assessment of financial situation of the company was made on the basis of the analysis of the level, dynamics and structure of the balance and profit and loss account. The indicatory analysis was conducted on the basis of basic financial indicators. After the analysis of the data, the conclusions were drawn that the aim of the establishment of the company was to accomplish the tasks in the commune more effectively and to use the wealth optimally. During the analysis, it was decided that the company manages its finances independently and efficiently. The company uses the profits reasonably, ensuring constant development of the unit and extension of its work. The company meets its commitments regularly and it does not charge the budget of the commune. Undoubtedly, it has a positive affect on the development of the commune and the improvement of the conditions of life of the citizens. The method of study of literature and the empirical data from Municipal Office in Korzenna and the described municipal company were used in this project. The results of the study were presented in a form of a description as well as by means of the graphs and charts.
