Najpoważniejszymi problemami polityki społecznej w mieście Dębica jest bezrobocie i ubóstwo mieszkańców prowadzące do marginalizacji i wykluczenia społecznego.
Celem pracy była diagnoza tych zjawisk w mieście Dębica oraz ocena metod i sposobów walki z nimi w ramach państwowej interwencji na rynku pracy i instytucjonalnej polityki społecznej.
Weryfikacji poddano następującą hipotezę: Stosowane dotychczas przez Powiatowy Urząd Pracy oraz Miejski Ośrodek Pomocy Społecznej formy walki z bezrobociem
i ubóstwem są ważne i potrzebne, gdyż zmieniają niekorzystną strukturę bezrobotnych i ubogich, ale mało skutecznie, gdyż nie zmniejszają w istotny sposób ich liczby.
Środkiem do realizacji zamierzonego celu była analiza dynamiki, skali i struktury bezrobocia i ubóstwa na terenie miasta Dębica w latach 2007-2013, a także krytyczna ocena instytucjonalnych form oddziaływania państwa na te niekorzystne w wymiarze ekonomicznym i społecznym zjawiska.
W roku 2013 nastąpił kolejny wzrost bezrobocia. Największe problemy ze znalezieniem pracy mają osoby młode do 35 roku życia, a głównym powodem takiego stanu rzeczy jest brak doświadczenia zawodowego. Nowe miejsca pracy, które są tworzone na terenie miasta Dębica nie są w stanie zrównoważyć napływu dużej liczby osób bezrobotnych.
Przeciwdziałanie bezrobociu i jego skutkom wymaga zaangażowania wszystkich podmiotów rynku pracy. Działania powinny być skierowane nas zahamowanie wzrostu bezrobocia, a następnie zmniejszenie jego rozmiarów.
Among the major problems of social policy in Dębica are poverty and unemployment which trigger marginalization and social exclusion.
This project aimed at examining these phenomena in Dębica city and subsequently evaluating the preventive methods by state interventionism at labour market and institutional social policy.
The following hypothesis was to be verified: The methods applied by District Employment Office and Civic Social Welfare Centre in fight against unemployment and poverty are very important and necessary because they change disadvantageous structure of poor and unemployed people, still not very effectively, as their number is not significantly diminished.
The method for fulfillment of the project was an analysis of dynamics, scope and structure of poverty and unemployment in the area of the Dębica city in the period of 2007-2015, as well as the critical evaluation of institutional forms of influence on those disadvantageous from economical and social perspective phenomena.
In 2013 the successive increase of unemployment occurred. Because of the lack of experience the most serious problems with finding an occupation have young people under the age of 35. The new vacancies that are launched in the area of the city cannot be balanced with continuing massive influx of unemployed people.
The counteraction of unemployment and its consequences require involvement of all entities of the labour market. The actions ought to be directed for restraint on unemployment and consequently diminution of its extent.
