Przestępczość internetowa na tle procesów transformacyjnych w Polsce

Abstract

Praca poświęcona jest przestępczości w przestrzeni cyfrowej. Przedstawiony został w niej zarówno okres transformacji systemowej w Polsce i jego wpływ na społeczeństwo ale też etap transformacji cyfrowej, rozwój nowoczesnych technologii i ich wpływ na życie ludzi, zwłaszcza dzieci i młodzieży. Opisana przestępczość w Internecie wraz z przedstawionymi danymi statystycznymi prowadzonymi przez Policję oraz MSWiA w latach 2010 – 2014, ukazały, że jest to poważny problem, którego skala może rosnąć wraz z ciągłym rozwojem technologicznym. Przeprowadzona analiza umożliwiła stwierdzenie, iż do najczęściej popełnianych przestępstw w Internecie należą: oszustwo komputerowe, naruszenie tajemnicy korespondencji. Podjęte działania prewencyjne, które także zostały poddane analizie w pracy, ukazują iż problemem jest brak odpowiedniej edukacji cyfrowej, brak odpowiedniego, atrakcyjnego środowiska w Internecie dla najmłodszych oraz zagrożenia związane z wykorzystywaniem seksualnym dzieci. Programy profilaktyczne skierowane do szkół, kursy i szkolenia w zakresie zabezpieczenia sprzętu komputerowego a także wzmocnienie współpracy odpowiednich instytucji w celu szybszej interwencji związanych z materiałami zamieszczonymi w Sieci mogą stanowić istotny element w budowaniu bezpieczeństwa w przestrzeni cyfrowej. Poziom przestępczości w Internecie powinien być stale monitorowany, gdyż ciągły rozwój nowych technologii oraz zwiększenie wiedzy i specjalizacji cyberprzestępców mogą wpływać na jego skalę w przyszłości.

This thesis is devoted to crime in digital space. It describes system transformation period in Poland and its influence on Polish society. However it shows also period of digital transformation as well, and describes development of IT technologies in Poland and shows how it affects people’s life, especially the youth. The criminality which has been described with the statistical data acquired from official Police and Government reports in since 2010 to 2014 showed that the criminality in digital space is dangerous problem which can grow more and more according to development of IT technology nowadays. The analysis which has been made shows that the most common crime in the internet is the computer fraud and violation of the privacy. The analyses of preventive measures shows that the main problem of danger in internet is the lack of proper digital education, small number of internet sites dedicated to children and not effective protection against child molestation. To decrease the number of crime the prevention programs which are dedicated to schools namely the digital security trainings are needed. The integration and collaboration os services such as the Police, the Judiciary and the Government would be helpful as well. Crime level in the internet shall be constantly monitored, because constant development of new IT technologies and skills of IT criminals may cause growth of computer crimes in the future.
