Ocena rozwiązań logistycznych w zakresie gospodarowania odpadami komunalnymi na przykładzie gminy Tuchów

Abstract

Po wprowadzeniu w Polsce obowiązku dla gmin odbioru odpadów komunalnych od mieszkańców, samorządy zobowiązane są zagospodarować odebrane odpady oraz odpowiednio je zutylizować. Jest to znaczący problem w obecnych czasach – czasach tworzyw sztucznych i jednorazowych opakowań. W pracy omówiono problem logistyki odpadów komunalnych w oparciu o wnikliwą obserwację gminy Tuchów oraz zachowań jej mieszkańców. Dokonano opisu obecnej sytuacji w zakresie gospodarowania odpadami, wyjaśniono pojęcie „odpady komunalne” oraz opisano źródła powstawania odpadów i sposoby postępowania z nimi w Polsce. Istotną częścią publikacji był opis omawianej gminy oraz warunków do funkcjonowania w niej gospodarki komunalnej. Zastosowano metodę obserwacji oraz wywiadu bezpośredniego. Wykorzystano materiały interaktywne oraz pozycje bibliograficzne. Przeprowadzone badanie pozwoliło zwrócić uwagę na niedociągnięcia w sposobie odbioru odpadów z posesji oraz określić możliwe sposoby poprawy tej sytuacji. Z poniższej pracy płyną wnioski mówiące, iż nieuniknione trudności, jak np. dostępność terenowa czy problem z pomiarem odbieranych odpadów są możliwe do zlikwidowania, ale wymagają zarówno zaangażowania samorządu, jak i inicjatywy mieszkańców.

After the introduction of mandatory municipal waste collection for communities from residents in Poland local governments are obliged to reclaim received waste and dispose of it appropriately. It is a significant issue nowadays in the era of plastics and disposable packaging. The diplomma project focuses on the problem of municipal waste logistics based on rigorous observation of the commune Tuchów and the behavior of its inhabitants. It includes the description of the current situation regarding the waste management, explains the concept of "municipal waste" and describes the sources of waste and the ways to deal with it in Poland. An important part of this project is the description of the community and conditions proper for the functioning of the municipal economy. The method of observation and direct interview are used alongside with interactive materials and bibliography. The research allowes to draw attention to the problem of collecting waste from properties and to identify possible ways to improve this situation.The results from following project are that inevitable difficulties, such as the availability of local area or the issue of measuring of waste already collected are possible to liquaidate, but require both local government involvement and initiative of residents.
