Podatki i opłaty lokalne jako źródła dochodów własnych gmin na przykładzie Gminy Limanowa w latach 2010-2014

Abstract

Tematem pracy są podatki i opłaty lokalne, jako źródła dochodów własnych gminy na przykładzie Gminy Limanowa w latach 2010-2014. Praca składa się z czterech rozdziałów. W rozdziale pierwszym przedstawiono podstawowe zagadnienia dotyczące samorządu terytorialnego. Omówiono jego istotę oraz jego znaczenie. Następnie szczegółowo scharakteryzowano gminę-podstawową jednostkę samorządu terytorialnego. Autor wyjaśnił jej znaczenie i rolę w strukturach państwa, omówił również jej zadania oraz strukturę jej dochodów. W rozdziale drugim omówione zostały podatki i opłaty lokalne. Omówiono istotę, rodzaje oraz funkcje podatków i opłat. Następnie szczegółowo scharakteryzowano poszczególne podatki i opłaty lokalne. W rozdziale trzecim dokładnie przedstawiono charakterystykę Gminy Limanowa łącznie z nakreśleniem kierunków jej rozwoju. W rozdziale czwarty przedstawiono wyniki analizy dotyczącej wielkości podatków i opłat lokalnych w Gminie Limanowa w latach 2010-2014. Zostały one zaprezentowane za pomocą tabel i wykresów. Celem pracy jest analiza wielkości podatków i opłat lokalnych wpływających rokrocznie do budżetu gminy oraz chęć zbadania, jaki udział w dochodach ogólnych gminy stanowią podatki i opłaty lokalne, a także czy podatki i opłaty lokalne zapewniają jej samodzielność finansową. Analiza ta została przeprowadzona na przykładzie Gminy Limanowa w oparciu o dane z lat 2010-2014.

The thesis concentrates on local taxes and fees as sources of revenue of communes on the example of Limanowa Commune in the years 2010-2014. The thesis consists of four chapters. In the first chapter the basic terms concerning local government together with its essence and importance are discussed. Additionally, a detailed description of the basic unit of local government, namely a commune, was made. The author explained the role of a commune in the country’s structure and then presented its tasks and the structure of revenue. In the second chapter taxes and local fees were demonstrated as well as analysed in terms of their function. Chapter three is devoted to the characteristics of Limanowa Commune and its directions of development. Chapter four presents the results of the analysis regarding the amount of taxes and local fees in Limanowa Commune in the years 2010-2014. The results were presented by means of tables and graphs. The aim of the thesis is the analysis of the amount of the taxes and local fees collected annually. Another purpose of the thesis is to define what the contribution of taxes and local fees in the overall commune revenue is and furthermore whether taxes and local fees can ensure the financial independence of a commune. The analysis was conducted on the example of Limanowa Commune in the years 2010-2014.
