Abstract

Praca przedstawia zmiany, jakie dokonały się w polskiej gospodarce po roku 1989 spowodowane przejściem z gospodarki socjalistycznej do gospodarki rynkowej. Tło tych przeobrażeń powiązane zostało z przemianami, jakie dokonały się od tego okresu w typowym przedsiębiorstwie państwowym w sektorze górnictwa nafty i gazu - PGNiG. Przedsiębiorstwo usamodzielniło się i przeszło liczne przekształcenia własnościowe. Powstał nowy podmiot – Obrót Detaliczny, który będzie zgłaszał popyt na gaz na warunkach rynkowych. Obrót tym paliwem prowadzony jest poprzez Towarową Giełdę Energii. Zapewnia to wszystkim sprzedawcom zakup paliwa na takich samych warunkach. Efektami tych przemian jest liberalizacja rynku gazu, dostęp do systemu przesyłowego i jego dystrybucji dla wszystkich jego uczestników. Ceny na poziomie hurtowym i detalicznym mają coraz bardziej rynkowy charakter. Dywersyfikacja powoduje niezależność od jednego kierunku dostaw, możliwość renegocjacji cen i dostaw. Dokonanie bilansu transformacji nie jest prostą sprawą. Efekty tych przemian są bardzo zróżnicowane i niejednoznaczne. Stratnymi są przeważnie ci, którzy obrali postawy roszczeniowe, wygranymi zaś ci, którzy umieli skorzystać z szans, jakie stwarza gospodarka rynkowa. Nie popełni się jednak zbyt dużego błędu twierdząc z pełnym przekonaniem, że transformacja systemowa dla badanego przypadku okazała się nie tylko konieczna, ale generalnie efektywna.

The bachelor thesis, presents the changes which have taken place in the Polish economy after 1989 due to the transition from a socialist economy to a market economy. Background of these changes was related with the changes that have taken place since that period, in a typical state-owned enterprise which was oil and gas mining. The company became independent and went throughnumerous changes of ownership. A new business entity named Retail Trade was formed and it will report demand for gas on market conditions. Gas trade is run by the Polish Power Exchange. This ensures toall sellers purchasing gas under the same conditions. The results of these changes are the liberalisation of the gas market, access to the transmission system and it’s distribution to all participants. Prices at wholesale and retail levels are closer to the market. Diversification results the independence from one source of supply, the possibility of renegotiating the prices and deliveries. Review the balance of transformation is not simple. The effects of these changes are very differentiated and inconclusive. Those who have demanding attitude are the losers, the winners are those who knew how to take advantage of the opportunities offered by the market economy. It will not make too large error while saying with strong confidence, that system transformation was not Onlynecessary but generally effective.
